PARK BOARD
June 2 , 1986
The regular meeting of the Lino Lakes Park Board was called to
order by Chairman Ray Johnson at 7 :00 P.M. , Monday, igne 2 , 1986 .
Members present : Ken Johnson , Lindy, Nissen , Baumann . Mr . Flannery
joined the meeting at 7 :15 . Mr. Sacco has resigned . Also present
were Mr. Schumacher, City Administrator; Mr. Volk, Public Works
Director; and Mrs . Foster, Secretary .
CONSIDERATION OF MINUTES - May 5 , 1986
Ken Johnson moved to approve the minutes of the 515186 meeting as
presented . Mr . Lindy seconded the motion which carried unanimously .
COUNTRY LAKES PARK
Launch - No work has been completed since the last meeting on the
launch at Country Lakes Park since the entire area has been under
water. Mr . Volk is trying to locate plastic drums to be used as
buoys .
Beach Liability - Mr . Schumacher reported that the insurance carrier
had no negative comments with respect to the opening of the beach
with the understanding that there be no lifeguard and that the area
be signed "Swim At Your Own Risk" , however the insurance carrier has
requested that the insurance underwriter respond as to any concerns
before coverage goes into affect .
Emergency Contact - Mr . Volk reported that radio contact through
the County is not possible and that radio contact through the City
system would only cover during the hours that City Hall is open . In
contacting Northwestern Bell regarding a phone , he was told that a
phone in a park which is unsupervised is an invitation for vandalism,
in which case the City would be responsible to pay for all damages .
It appears that since the beach is shallow with no current , the like-
lihood of an emergency is small and should an emergency occur , the
neighbors ' phones would have to be used.
Dock Quotes - It is a City policy to have more than one quote on
this purchase amount . Mr . Volk has contacted several dock companies
and as yet has not received a second written quote .
MOTION: Mr . Lindy moved to accept the bid from Diversified Unlimited
for a T-shaped dock at a cost of $1 , 520 contingent on Mr . Volk 's not
receiving a bid on the same dock at a lower price before the next
Council Meeting. Mr. Nissen seconded the motion . Motion carried
unanimously .
CAPITAL IMPROVEMENTS PLAN
Mr . Volk presented two quotes for playground equipment for Lino Park
and Arena Acres Park. He explained the specifics of each quote .
MOTION: Ken Johnson moved to accept the bid from Miracle Equipment
Company for $7 ,494 for Lino Park and $4 ,940 for Arena Acres Park
playground equipment . Mr. Flannery seconded the motion which carried
unanimously .
