i <br /> PARK BOARD <br /> May 5 , 1986 <br /> Chairman Johnson called to order the regular meeting of the Lino <br /> Lakes Park Board at 7 : 20 P.M. , Monday , May 5 , 1986 . The meeting <br /> began somewhat late because the Park Board members had taken their <br /> annual tour of the parks immediately before this meeting. Present : <br /> Flannery, Lindy, Ken Johnson, Baumann, Nissen. Absent : Sacco. Also <br /> present were Don Volk, Public Works Director and Shar Foster, Secre- <br /> tary. <br /> CONSIDERATION OF MINUTES -April 7 , 1986 <br /> Mr. Flannery moved to approve the minutes of the April 7 Park Board <br /> meeting as presented. Mr. Lindy seconded the motion which passed <br /> unanimously. <br /> SUNSET OAKS PARK DEDICATION <br /> The Board received a copy of a letter dated 4/17/86 from Sunset Oaks <br /> Associates . The letter stated that the $3 ,000 check which accompanied <br /> the check was to complete all requirements for settlement of park <br /> dedication for the Sunset Oaks plat . The Board was pleased to have <br /> received the $3 ,000 check and stated that receipt of this check did <br /> in fact satisfy the park dedication requirements for Sunset Oaks . <br /> COUNTRY LAKES PARK <br /> Boat Launch - Mr. Lindy moved to construct an aggregate walkway to <br /> the west side of the existing beach area with a floating barrier <br /> of barrels or buoys cabled together, and sign it "Walk-In Boat <br /> Landing" . Mr. Baumann seconded the motion which carried unanimously. <br /> Beach - The Board discussed the liability involved in opening the <br /> beach. Mr. Volk read the letter written by the City Attorney address- <br /> ing the issue of liability which basically says that the City should <br /> take action to try to make the safest possible situation , but the <br /> City would be liable in any case. <br /> The possibility of a hired lifeguard was discussed. The pros and <br /> cons of a lifeguard were that 1) a lifeguard could prevent some <br /> unsafe situations and could also diminish the likelihood of vandal- <br /> ism, 2) having a lifeguard on duty would require some sort of contact <br /> to emergency/police either by phone or radio , 3) rescue equipment <br /> would need to be on-site , 4) costs would be involved in salary, <br /> phone or radio contact and rescue equipment , 5) possibly the insurance <br /> carrier would base the liability premium on whether or not a lifeguard , <br /> is on duty; the difference in premium may offset the costs involved <br /> with a lifeguard. <br /> The general concensus of the Board was that initially the beach <br /> should be signed "Swim At Your Own Risk" , the minimum costs go <br /> into opening the beach (no lifeguard) and monitor the usage of <br /> the beach and the silting in the beach for a couple years . The <br /> Board asked that staff check with the insurance carrier as to the <br /> best way to cover the beach , the need for lifeguard, etc . Also the <br /> Board asked that staff check into the cost to install some sort of <br />
