PARK BOARD <br /> February 3 , 1986 <br /> Chairman Ray Johnson called to order the regular meeting of <br /> the Lino Lakes Park Board at 7 : 07 P.M. , Monday, February 3 , <br /> 1986 . Members present : Nissen, Ken Johnson, Lindy, Sacco , <br /> and new member John Baumann. Members absent : Flannery. Chair- <br /> man Johnson introduced John Baumann as the new member to the Park <br /> Board. Also present were Don Volk, Public Works Director; Bill <br /> Bohjanen, Council Liaison and Shar Foster , Secretary. <br /> CONSIDERATION OF MINUTES - January 6 , 1986 <br /> Ken Johnson moved to approve the minutes of the 1/6/86 meeting as <br /> presented. Mr. Lindy seconded the motion. Carried unanimously. <br /> ANOKA COUNTY PARKS LEGISLATION <br /> The Park Board received a letter a few months ago regarding pro- <br /> posed legislation which would give the County the ability to <br /> enforce County ordinances within County parks . Currently, some <br /> of the Anoka County parks fall within the limits of several cities . <br /> Each of these cities has different city ordinances regulating <br /> hours , . speed limits , snowmobiling rules , etc . The County Park <br /> Rangers therefore, have difficulty enforcing different city <br /> ordinances within the same County park. Dave Torkelson, the <br /> Director of Parks and Recreation for Anoka County and Tony <br /> Palumbo, Assistant County Attorney, were available for this <br /> evening' s meeting, at the request of the Park Board, to answer <br /> any questions with regard to this proposed legislation . <br /> Mr. Torkelson explained some of the development plans for the <br /> County park property within Lino Lakes . He also explained that <br /> under the current procedure , the City ordinances supersede the <br /> County ordinances and the proposed legislation would create a <br /> situation where the County ordinance with regard to County parks <br /> only would supersede any city park ordinances . This proposed <br /> legislation would eliminate conflicts and jurisdiction problems <br /> and ease administration of speed limits , hours , snowmobiling rules , <br /> and firearms rules within County Parks . The Board was assured <br /> that the City Parks would in no way be affected. <br /> Ray Johnson asked whose responsibility it would be to patrol <br /> the Parks . Mr. Torkelson said that the Park Ranger system will <br /> be "beefed up'l and the rangers will enforce the County park <br /> ordinances . In case of a fire or other emergency however, the <br /> Fire District and the Lino Lakes Police Department would be ex- <br /> pected to respond. The Park Rangers are not peace officers and <br /> therefore are unable to respond to the type of situations which <br /> would require an actual police officer. <br /> Mr. Torkelson said that the Anoka County Park Department is for- <br /> tunate in having hired as its Ranger Chief an ex-Police Chief and <br /> he will be regularly meeting with the Anoka County law enforcement <br /> department , which should create a better working relationship . <br />
