PARK BOARD
November 4, 1985
10"N Page Two
COUNTRY LAKES PARK
The Board received a copy of a letter from Mr. Schumacher to
the Supervisor of Parks and Recreation Grants requesting an
extension of our Lawcon grant time period for Country Lakes
Park. The City was to have completed Country Lakes Park
Lawcon grant projects by the end of 1985. Mr. Schumacher
felt that this extension would be granted and then the Park
Board could decide upon what direction to go with respect to
the fishing dock, possible aeration system and boat launch.
Mr. Schumacher also reported on his meeting with a representa-
tive from the DNR and some of the ideas gathered from that
meeting. Chairman Johnson asked that Country Lakes Park be
placed on the December and/or January agenda for some detailed
discussions and at, that time action can be taken on further
development plans.
ANOKA COUNTY PARKS LEGISLATION
A copy of a letter from the Anoka County Park and Recreation
Department to the City of Lino Lakes was distributed to the
Board. This letter explains that the County is seeking legis-
lation which would allow the County to establish ordinances
regulating County parks and would allow the County to enforce
these ordinances. Within the present system, the County
runs into a lot of confusion with regard to park hours, speed
limits , hunting, boating, etc. because the cities in which
the County parks are have differing city ordinances. The County
feels that having control would eliminate the confusion and
problems.
^ The Board voiced concern that the City of Lino Lakes finds
that the policing of the County parks often becomes the respon-
sibility of the City Police Department , for which there is
no reimbursement . The County feels that with their park rangers ,
the County parks are adequately policed, however there historically
are several situations where the City Police Department has
had to become involved (such as a life threatening situation) ,
etc.
Mr. Ray Johnson felt that if legislation did allow the County
to have the proposed control , the legislation should also incor-
porate necessity for reimbursement for City services such as
police coverage.
Chairman Johnson suggested that staff check with other counties
and cities which have gone to the kind of legislation proposed
and see what results they have encountered. When responses
are received, this item will appear on the Park Board agenda
(December or Januarys meeting) .
