PARK BOARD <br /> November 4, 1985 <br /> 10"N Page Two <br /> COUNTRY LAKES PARK <br /> The Board received a copy of a letter from Mr. Schumacher to <br /> the Supervisor of Parks and Recreation Grants requesting an <br /> extension of our Lawcon grant time period for Country Lakes <br /> Park. The City was to have completed Country Lakes Park <br /> Lawcon grant projects by the end of 1985. Mr. Schumacher <br /> felt that this extension would be granted and then the Park <br /> Board could decide upon what direction to go with respect to <br /> the fishing dock, possible aeration system and boat launch. <br /> Mr. Schumacher also reported on his meeting with a representa- <br /> tive from the DNR and some of the ideas gathered from that <br /> meeting. Chairman Johnson asked that Country Lakes Park be <br /> placed on the December and/or January agenda for some detailed <br /> discussions and at, that time action can be taken on further <br /> development plans. <br /> ANOKA COUNTY PARKS LEGISLATION <br /> A copy of a letter from the Anoka County Park and Recreation <br /> Department to the City of Lino Lakes was distributed to the <br /> Board. This letter explains that the County is seeking legis- <br /> lation which would allow the County to establish ordinances <br /> regulating County parks and would allow the County to enforce <br /> these ordinances. Within the present system, the County <br /> runs into a lot of confusion with regard to park hours, speed <br /> limits , hunting, boating, etc. because the cities in which <br /> the County parks are have differing city ordinances. The County <br /> feels that having control would eliminate the confusion and <br /> problems. <br /> ^ The Board voiced concern that the City of Lino Lakes finds <br /> that the policing of the County parks often becomes the respon- <br /> sibility of the City Police Department , for which there is <br /> no reimbursement . The County feels that with their park rangers , <br /> the County parks are adequately policed, however there historically <br /> are several situations where the City Police Department has <br /> had to become involved (such as a life threatening situation) , <br /> etc. <br /> Mr. Ray Johnson felt that if legislation did allow the County <br /> to have the proposed control , the legislation should also incor- <br /> porate necessity for reimbursement for City services such as <br /> police coverage. <br /> Chairman Johnson suggested that staff check with other counties <br /> and cities which have gone to the kind of legislation proposed <br /> and see what results they have encountered. When responses <br /> are received, this item will appear on the Park Board agenda <br /> (December or Januarys meeting) . <br />
