PARK BOARD <br /> September 9 , 1985 <br /> Chairman Ken Johnson called to order the regular Park Board meeting <br /> at 6 : 07 P.M. , September 9 , 1985 . All members - Lindy, Ray Johnson , <br /> Nissen , Sacco, Flannery - were present . Mr. Scherer has resigned <br /> leaving one vacancy on the Board. Also present were Mr. Schumacher, <br /> City Administrator and Mrs . Foster, Secretary. Mayor Benson joined <br /> a_portion .gf the meeting later. Mr. Bohjanen, Council Liaison was <br /> absent . <br /> CONSIDERATION OF MINUTES - August 13 , 1985 <br /> Mr. Ray Johnson moved to approve the minutes of the August 13 Park <br /> Board meeting as presented. Motion seconded by Mr. Sacco and <br /> carried. <br /> PARK DEDICATIONS <br /> Mayor Benson arrived during the following discussions of park dedi- <br /> cation issues . <br /> Sunset Oaks - Mr. Schumacher reported that the attorney for the <br /> owners of Sunset Oaks sent a letter to the City in response to the <br /> outcome of the Park Board' s decisions at their July 1 , 1985 <br /> meeting. In a letter to the owners of Sunset Oaks , the City <br /> proposed four lots for park dedication and the remainder of <br /> the park dedication requirement in money to develop a tot lot <br /> n and ballfield on the park. Sunset Oak' s attorney presented <br /> a counterproposal of different lots from which to choose and <br /> a lesser amount of development of the park. <br /> The concensus of the Board was to arrange a meeting between Mr. <br /> Tilsen, Mr. Stanley (Tilsen representative) , Lino Lakes Council <br /> representative , Mr. Schumacher, and as many Park Board members <br /> as can attend, to discuss this situation and to negotiate toward <br /> a possible mutually agreeable compromise . The Park Board feels <br /> that in terms of the lots which have been requested for park <br /> property, the City should stand firm so as not to accept marginal <br /> property. <br /> Mr. Schumacher agreed to have staff arrange this meeting and <br /> contact all those involved. <br /> 1985 Park Dedication Receipts - For informational purposes , Mr. <br /> Kluegel , Building Official , listed the park dedication fees re- <br /> ceived thus far in 1985 throughout the City in a memo dated <br /> 8/21/85 . The total was $2 ,145 . Mr. Schumacher reported an <br /> additional receipt of $8 , 300 as full payment of park dedication <br /> fees from Rice Lake Estates . <br /> Recent Park Dedications - Bailey and Knabe Metes 8 Bounds Convey- <br /> ances - Mr. Schumacher reported, for the Park Board' s information <br /> that recently the Council approved two metes and bounds convey- <br /> ances for Mr. Steve Bailey and Mr. Robert Knabe . These two <br /> landowners were required, per the new park dedication policy, <br /> to pay a fee of $160 each for park dedication. The Council felt , <br /> when approving these conveyances that the question of park dedi- <br />
