City of Lino Lakes <br /> Park Board Meeting <br /> �..� August 5, 1996 <br /> unusable area for play field and that is what was needed in this <br /> area. <br /> The church has now come to the city with a development review for <br /> the construction of their facility. The Design Review Board has <br /> requested input from the Park Board on this site review. Staff' s <br /> initial thoughts were that a land trade might be rendered between <br /> Rick Carlson and the church making it possible for the church, <br /> Rick Carlson and the City to come out good on needs . As it turns <br /> out the church is not interested in working on this trade with <br /> Rick Carlson. This could have given us about 4 .5 acres of land <br /> with about 3 acres of upland on the north side with access off of <br /> Oak Lane. <br /> Marty attended a church building meeting last week and discussed <br /> the idea of a lease purchase agreement . He and Mary Kay, also <br /> have had several discussions with Tim Yantos, spokesperson for <br /> the church, concerning their future intentions . As it turns out, <br /> the church has investigated the possibilities of housing <br /> development on the north-side of the property in the form of a <br /> cul-de-sac coming off of Oak Lane. In the discussion of this at <br /> the church building meeting it was indicated that because of the <br /> wetland delineation on the east side this area a cul-de-sac was <br /> not possible. We were hopeful that a wider bituminous surface <br /> could be provided through this area and into the land exchange <br /> area off that I talked about earlier. It is still the opinion of <br /> Rick Carlson and city staff that this could be done. <br /> Rich would have been open to this land exchange/and park <br /> dedication with the additional land as a credit on future <br /> development . The church would have a park dedication at this <br /> time since it would then be a subdivision. <br /> All of this leads up to the discussion that I had with the church <br /> building committee. The bottom line is the church is interested <br /> in working with us on a lease purchase agreement, but it appears <br /> that the lease would be for 8s of the fair market value each year <br /> without the lease price taken off of a final purchase option. <br /> Marty read a letter he had received from Tim Yantos . <br /> Marty wanted to know what the board would like him to do on this <br /> issue. George said we don' t have finances to purchase or lease <br /> the land so it is a dead issue but we should keep the options <br /> open for the future. <br /> 6 <br />
