AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: April 30, 1996 <br /> TOPIC: Birchwood Acres Playground <br /> BACKGROUND <br /> The City Council approved the Park Boards recommendation to <br /> fund park development in the Birchwood Acres neighborhood. <br /> Funding was limited to $15,000. An initial meeting was scheduled <br /> with the neighborhood last year to review the master plan <br /> developed for the park. Subsequent to this meeting, changes were <br /> made to this plan based on neighborhood input. This plan was <br /> taken back to the neighborhood and met with acceptance. Both of <br /> these meetings were advertized. The plan was approved by the <br /> Park Board and the city council. Flyers were sent out by the <br /> neighborhood group as well, notifying of the meetings. The <br /> neighborhood also took it on there own to survey the needs. The <br /> top priority was play equipment followed by the trail. Although <br /> this was not a formal survey done by the city, the play equipment <br /> still tended to be the predominant need as herd by staff at the <br /> meetings. <br /> The neighborhood was invited to a meeting on April 11, to discuss <br /> play equipment design. Please find attached a copy of the design <br /> and cost estimates for the project. Cost is based on the <br /> assumption the neighborhood will help assemble the structure. <br /> Concerns for the play equipment location in relationship to the <br /> pond was given by residents. It was suggested to reverse the <br /> basketball court and the play structure on the master-plan. This <br /> does not change the concerns of the original master-planning <br /> process. I see no reason why we shouldn't do this. <br /> I have enclosed a copy of the pond elevations in this report. <br /> Although the pond is about 12 feet deep, it was designed with an <br /> 8:1 slope and drops off some distance from the edge. <br /> Furthermore, by switching the play structure with the basketball <br /> court, the play structure is located basically in front of <br /> wetland. <br /> At the request of the neighborhood, we staked out the playground <br /> equipment basketball court and painted in the trail location. We <br /> n are to meet again May 2nd at 6:30 in the park to look at this. <br /> The neighborhood has raised some funds that they wish to match <br />
