He has completed and worked on the implementation of comprehensive storm water <br /> management plans for over 30 communities,watershed districts,or watershed management organizations <br /> within the Twin Cities Metropolitan Area. These plans typically include computer hydrologic modeling of <br /> multiple watersheds to meet water quantity and quality objectives,establishment of high water elevations, <br /> open channel flow profiles, storage requirements and peak discharge rates. Water quality, wetland <br /> management,and erosion control design issues were also typically addressed. <br /> As part of the implementation of these plans,Mr. Willenbring has prepared plans and specifications and <br /> managed the construction of dozens of projects that were designed to address problems or concerns that were <br /> identified as part of the completion of these plans. <br /> Mr.Willenbring has also completed water quality management plans for numerous communities within the <br /> Twin Cities Metropolitan Area. These plans typically include modeling non-point source pollutant loadings <br /> from watersheds,designing treatment basins to accommodate pollutant loadings,and modeling in-lake water <br /> quality. He has implemented a wide variety of water quality improvement projects,including lake restoration <br /> projects,wetland enhancement and mitigation projects,storm water treatment basin improvement projects, <br /> and chemical treatment projects to improve or enhance performance characteristics of selected treatment <br /> basins. <br /> Mr. Willenbring was also selected by Minnesota Board of Water&Soil Resources to develop draft rules <br /> regarding preparation of comprehensive storm water management plans in the Twin Cities Seven County <br /> Metropolitan area. As part of this effort,an advisory committee made up of 50 representatives from over <br /> 30 federal,state,regional and local agencies were brought together to provide input on a monthly basis over <br /> a one-year period to respond to various drafts of proposed rules governing storm water management.Now <br /> completed and adopted, these rules provide specific guidance to local communities and watershed <br /> management organizations on the development of comprehensive storm water management plans. <br /> Mr. Willenbring is a former employee of the U.S. Environmental Protection Agency. He served as an <br /> Environmental Engineer in the Region V Surveillance and Analysis Division. He conducted inspections of <br /> municipal and industrial wastewater treatment plants in Minnesota and Wisconsin which included an <br /> engineering evaluation of waste treatment processes,equipment,analytical laboratory procedures and data <br /> from air and water investigations. Other duties included performing surface water quality studies on selected <br /> lakes and streams in Minnesota and Wisconsin,participating in groundwater contamination investigations, <br /> and providing field response for major spills of oil and hazardous materials. <br /> Mr.Willenbring has also served as project manager on grants that have been received for a wide variety of <br /> water resource-related projects. Most recently,Mr. Willenbring has been serving as project manager for <br /> grants that were received for the Metropolitan Council through their water quality initiative grant process <br /> and from the MPCA as part of the Clean Lakes Grant and Clean Water Partnership Grant programs. <br /> r <br /> Professional Resumes & Peter R.
