Establish a buffer strip of land around Clearwater Creek,thereby minimizing water quality impacts <br /> to the creek from upstream agricultural and developing residential,commercial and industrial areas. <br /> 6. Provide measures to protect the quality of water discharged downstream into the St. Paul Water <br /> Utility lake reservoir system. <br /> 7. Allow for the planting of a wide variety of native plant species that would allow for a demonstration <br /> of planning and protection of these species on private and public lands and re-establish native prairie <br /> vegetation along the corridor and increase bio-diversity relative to fisheries and wildlife concerns. <br /> 8. The development of 25,000 linear feet of trail which would connect Rice Creek Chain of Lakes <br /> Regional Park with Clearwater Creek and the Hardwood Creek trail. <br /> III. Context <br /> A. Significance: Project is in conformance with state-wide effort to connect regional park and trail <br /> systems. Also is in conformance with efforts to protect and enhance water resource-related systems <br /> as directed by the Metropolitan Surface Water Management Act. <br /> B. Strategy: Primary focus; N <br /> Secondary focus; B,C,F,J,L,M,and O. <br /> C. Time: Two years--possibly longer,depending on property acquisition time line. <br /> D. Budget History:This greenway corridor project is a concept that has recently been developed and no <br /> LCMR monies have been previously utilized for the implementation of this or any other related <br /> project in this area. Some studies,however, have been completed for the Clearwater Creek Corridor, <br /> including: <br /> l. Clearwater Creek Storm Water Management Plan-($20,000) <br /> 2. Rice Creek Upper Watershed Impoundment Study-($50,000) <br /> 3. Bald Eagle Industrial Park Study-($25,000) <br /> 4. Building River Community Recreational Reserve Planning in the Metropolitan Mississippi <br /> Corridor-($Unknown) <br /> 5. Rice Creek Watershed District Diagnostic Feasibility Study for Centerville/Peltier Lake- <br /> ($57,000) <br /> IV. Cooperation <br /> 1. City of Hugo: Provide planning,engineering,and dollars for land acquisition and construction. <br /> 2. City of Lino Lakes:Provide planning,engineering,and funding for land acquisition and construction. <br /> 3. City of Centerville: Provide land through development acquisition. <br /> 4. Rice Creek Watershed District: Provide engineering services,hydrologic expertise and some cost- <br /> share funding in an amount yet to be determined. <br /> 5. Anoka County Park Department: Provide planning assistance relative to corridor improvements. <br /> 6.
