AGENDA ITEM STAFF ORIGINATOR: Marty Asleson DATE: January 22, 1996 TOPIC: Elm Street Middle School Site Development/Agreement BACKGROUND I have met with the Superintendent of Centennial School District and the architect for the new middle school concerning the joint use of the new school facility for parks and recreation purposes. The joint use of this facility similar to the agreement that we have with the school district for the use of Rice Lake Elementary on Birch Street would be beneficial and in line with the goals of our comprehensive plan for maximizing the recreational opportunity of our residents through the development of fair and equitable partnerships. Please find attached a copy of the most recent sketch plan for the development of this site. There are several considerations. One of our greatest needs concerns the use of the indoor facility. Recall that the joint use agreement with the school district for Rice Lake Elementary allows for a first preference for scheduling the facility including the gymnasiums after the school district needs have been met. The new school will have three gymnasiums and a possible community wellness area. My initial impression is we are in very tight competition with the Centennial Basketball Association for the use of these areas. At this time we are pursuing the first preference idea for at least one of these gymnasiums. There are several sport elements in the outdoor site plan some of which will help us and some of which are exclusively school district. For example the track and field facility would be fenced and controlled and maintained by the school district. The facility does offer us the opportunity to reassign some of r� our existing ball-fields that we are presently using for adults to youth uses, since we would have two adult (300 foot) fields next to each other in the new site.
