AGENDA ITEM <br /> STAFF ORIGINATOR: Marty Asleson <br /> DATE: January 22, 1996 <br /> TOPIC: Elm Street Middle School Site Development/Agreement <br /> BACKGROUND <br /> I have met with the Superintendent of Centennial School District <br /> and the architect for the new middle school concerning the joint <br /> use of the new school facility for parks and recreation purposes. <br /> The joint use of this facility similar to the agreement that we <br /> have with the school district for the use of Rice Lake Elementary <br /> on Birch Street would be beneficial and in line with the goals of <br /> our comprehensive plan for maximizing the recreational <br /> opportunity of our residents through the development of fair and <br /> equitable partnerships. <br /> Please find attached a copy of the most recent sketch plan for <br /> the development of this site. There are several considerations. <br /> One of our greatest needs concerns the use of the indoor <br /> facility. Recall that the joint use agreement with the school <br /> district for Rice Lake Elementary allows for a first preference <br /> for scheduling the facility including the gymnasiums after the <br /> school district needs have been met. The new school will have <br /> three gymnasiums and a possible community wellness area. <br /> My initial impression is we are in very tight competition with <br /> the Centennial Basketball Association for the use of these areas. <br /> At this time we are pursuing the first preference idea for at <br /> least one of these gymnasiums. <br /> There are several sport elements in the outdoor site plan some of <br /> which will help us and some of which are exclusively school <br /> district. For example the track and field facility would be <br /> fenced and controlled and maintained by the school district. <br /> The facility does offer us the opportunity to reassign some of <br /> r� our existing ball-fields that we are presently using for adults <br /> to youth uses, since we would have two adult (300 foot) fields <br /> next to each other in the new site.
