We would in effect gain one adult <br /> softball field to our system. <br /> The multi-use athletic field on the south-west side of the site <br /> would come out because of room and safety concerns in relation to <br /> the freeway. The two hockey rinks on the plan would probably <br /> become one with a free-skating area, and may not be built <br /> initially. All of the athletic fields are needed by the school <br /> district for their own programs. The legion field on the <br /> northeast corner of the site is being built for community needs. <br /> This would complement our athletic complex in that we were in a <br /> position of trying to extend one of our fields in our concept <br /> plan to accommodate one of these. Space is tight because of the <br /> wetlands on the athletic complex site. In my opinion this would <br /> be complementary to our needs. <br /> A trail would loop through this facility and into a trail down <br /> Elm Street and along a proposed road on Fourth Ave. heading to <br /> the north linking into the regional park. I will bring some <br /> larger scale drawings depicting this proposed trail route to the <br /> park board meeting. <br /> The joint use agreement language writting is with the <br /> superintendents office. We do not have anything at this time. <br /> The economic issues are clear to me (were short on money) and I <br /> presented this to the superintendent. John McClellan seemed <br /> optimistic that something could be worked out on this and would <br /> be talking to Randy Schumacher. As you recall, the city paid for <br /> the interior trails overlay and a portion of the underpass at the <br /> Rice Lake Elementary School site. <br /> OPTIONS <br /> This is an update for your review. Staff is looking for your <br /> input and support for particularly the inside sport/recreation <br /> facilities. <br /> RECOMMENDATION <br /> Although this site is not alluded to in our comprehensive plan, <br /> and there is no need from a park land standard sense, the <br /> elements in the plan do complement and remove some of the <br /> pressures for some badly needed recreation facilities. I would <br /> support this joint use opportunity. <br />
