It is based upon our recent discussions,as well as the recently <br /> completed survey examining the bond referendum"atmospherics." DRL deliberately structures <br /> its potential services as a "cafeteria menu" in order to provide the greatest cost-effective <br /> flexibility to our clients. Since the survey identified citizen needs and preferences, as well as <br /> potential pitfalls -- such as the tax environment--we can use that as the base for further <br /> planning. <br /> Campaign Plan: <br /> The survey revealed a complex and partially hostile electoral environment. Now that the <br /> decision has been made to separate the proposal into three questions and add technology to the <br /> basic first question package, DRL can work with you in developing a complete referendum <br /> campaign plan. Part of that plan must include determination of the overall package parameters, <br /> decisions about ballot format, and full examination of property tax consequences. The plan <br /> would include: enumeration and discussion of campaign goals, the strategies and tactics to <br /> achieve each, a recommended campaign organizational structure, including the roles of major <br /> actors and city-based organizations,a detailed time schedule for the accomplishment of all <br /> tactics, and a campaign budget prioritized to permit changes due to cash flow. <br /> The cost of developing a campaign plan would be dependent upon the amount of additional <br /> research required and is charged for a pre-approved number of hours at S 125.00 per hour. We <br /> would expect that the process would require no more than seven hours. <br />
