In the past,we have developed <br /> brochures and tabloids,written direct mail letters to key groups, assisted in the development or <br /> neighborhood meetings or"coffee parties," aided in the identification, management, and <br /> monitoring of volunteer committees, and designed ancillary materials for fund raising <br /> purposes. Since this type of work is so variable, DRL charges a flat rate of$125.00 per hour, <br /> plus incurred expenses. Normally, the firm will agree beforehand to a series of projects and <br /> specify a number of hours not to be exceeded in their completion. <br /> Voter Mobilization Efforts: <br /> If turnout is found to be a key variable in the referendum, DRL can help design and implement a <br /> voter identification and mobilization system. The extent of our participation depends upon <br /> district resources, particularly volunteers willing to come to phone banks for an evening. DRL <br /> will write a script for the phoners,either advocacy or straight identification, for the first wave of <br /> calls. After completion of that setup, a letter to favorables can be combined with either a letter to <br /> undecideds or another advocacy call to that latter group. A final system can then be designed to <br /> insure maximum positive turnout. <br /> Depending upon volunteer availability,DRL can also complete the GOTV effort using company <br /> phoners and facilities. In any case,the cost is dependent upon our involvement. If a complete <br /> package is required,the company would bid it, as such; if only components are needed,the <br /> hourly consulting rate would prevail. <br /> Tracking Survey: <br /> In highly competitive referenda,we recommend a tracking survey to check progress. That study <br /> is much briefer than the benchmark and takes place about three weeks prior to the election. The <br /> survey is geared toward judging the success of mobilizing the majority support coalition. The <br /> results provide the basis for any "last minute" targeted appeals or tactical changes. <br /> The abbreviated questionnaire contains a maximum of twenty queries and contacts 250 likely <br /> voters. The analysis focuses upon the differences between the projected voter support in key <br /> groups and the actual standing at that point in time. It, thus, provides an excellent information <br /> base for corrective action. The complete cost would be $3,000.00 <br /> Page 2 <br />
