City of Lino Lakes <br /> Park Board Meeting <br /> September 4, 1996 <br /> MOTION• <br /> Joe Schmidt made a motion to approve Matt' s project based on his <br /> ability to fundraise in accordance to all fundraising <br /> regulations . Pam Taschuk seconded the motion and it passed <br /> unanimously. <br /> George suggested that Matt come before the Park Board, next <br /> spring, and give them an update on his project and let them know <br /> how his fundraising efforts are going. <br /> Mitch Rehbine - Petition for Skateboard Slab: Marty explained <br /> that he had received a petition from Mitch Rehbine for a <br /> skateboard slab for teens to be located in one of the city parks . <br /> Marty has consulted with the city' s insurance company on this <br /> matter and this falls into one of those areas such as <br /> trampolines . They were removed from public facilities for the <br /> most part, because of the number of injuries attributed to use. <br /> The city' s insurance company indicated that the user group would <br /> have to provide liability insurance at least at the statuary <br /> limits of 600, 000 and name the city as an additional insured. <br /> The question of controlling use then becomes the concern. <br /> There appears to be some public participation in this sport . <br /> Roseville has worked with it for a few years, through contracting <br /> this program with a private company, and most recently providing <br /> for skateboard ramps, etc. , in their oval track area. Doug Holms <br /> from our risk management company indicated that we would need to <br /> follow all safety and risk management procedures such as fencing, <br /> supervision, signage, communication, first aid, personal <br /> protective equipment, inspection, and impact barriers . <br /> The options that have been tried present a wide array of premiums <br /> and deductibles, that theoretically could be paid for through <br /> fees . One city started with a $2000 estimate for a ramp and <br /> going on their own found out the program would cost about $13, 000 <br /> per season. <br /> Marty thinks we have some very creative and ambitious teens that <br /> are trying themselves to solve the problem of something to do and <br /> place to hang-out . He said this was all the more proof of the <br /> need for a teen center to be considered. This might be worth <br /> pursuing further, especially on a private company basis . More <br /> 2 <br />
