City of Lino Lakes <br /> Park Board Meeting <br /> May 4 , 1998 <br /> eastward to the entrance of the Trapper' s Crossing <br /> Development. <br /> 3 . Investigate the possibility of a connection from the <br /> northwest corner of the Holly Estates Development to <br /> the south border of Birch Park. <br /> RICE LAKE ESTATES PARK: <br /> Rick explained that last week the wetland delineation regarding <br /> the trail location to Baldwin Park was completed. He stated he <br /> is currently working with OSM Engineering to determine <br /> construction costs . He will also be meeting with the Rice Creek <br /> Watershed District to ensure they are comfortable with the trail <br /> location. <br /> Circle Pines has agreed to the agreement regarding leasing a <br /> portion of their land for park development. This is a 25 year <br /> lease with the option to extend the term of the lease for an <br /> additional 15 years . <br /> Rick said he anticipates that the paved trail will be installed <br /> this year. He suggested the Park Board should consider further <br /> development of this park during their goal setting meetings . <br /> After construction of the trail, the Master Plan indicates a need <br /> for playground equipment, a tennis court, and a basketball court. <br /> Chair Lindy suggested the Park Board meet with the neighborhood <br /> residents to determine what their first priority would be <br /> regarding playground equipment, tennis or basketball courts . <br /> Pam stated that it had been a long time since those residents had <br /> any input regarding the park. She believed it was a good idea to <br /> discuss it with them as their needs have probably changed. <br /> WENZEL FARMS TRAILS: <br /> Rick stated that Staff has been in discussions with the Wenzel <br /> Farms Townhome Association to address the trail issues in the <br /> Wenzel Farms Development. <br /> The primary concern with the Association was the potential <br /> liability having a trail easement on their private road. Staff <br /> looked at possible alternatives regarding the trail segment that <br /> is currently located on Ivy Ridge Court/Ivy Ridge Lane . <br /> One option was to vacate the current trail easement on the <br /> private road and relocate the trail on the County right-of-way <br /> along Lake Drive. Another option was to create a separate <br /> pathway along Ivy Ridge Court/Ivy Ridge Lane. Both of these <br /> options were not feasible. <br /> 2 <br />
