Motion carried 6-0. <br /> V. ACTION ITEMS <br /> A. PUBLIC HEARING, Civic Complex,XXX Town Center Parkway, Site Plan <br /> Review and Conditional Use Permit <br /> Chair Schaps opened the public hearing at 6:36 p.m. <br /> Mr. Kirmis explained that the City of Lino Lakes is requesting approval of a+44,000- <br /> square-foot civic complex within the Town Center"Village" located south of 1-35W and <br /> east of Lake Drive. This complex is comprised of a 17,404-square-foot City Hall, a <br /> 16,378-square-foot police station, and a 10,037-square-foot Early Childhood Learning <br /> Center(to be leased and operated by the Centennial School District). <br /> Mr. Kirmis stated that although this request is relatively straightforward, he wanted to <br /> highlight the fact that the processing of a subdivision will be necessary in order to <br /> accommodate this project. <br /> Staff recommended approval of the site and building plan/conditional use permit, subject <br /> to the following conditions: <br /> 1. The City approve a subdivision of the property to provide public street access to <br /> the site and the creation of a lot which is in conformance with minimum PSP <br /> District lot requirements. <br /> 2. The civic complex meets applicable PSP District setback requirements. <br /> 3. Verification is made that the proposed structure does not exceed 45 feet in height. <br /> 4. A minimum of 35 percent of the subject site is reserved as green area. <br /> 5. Site and building plans are subject to review and approval by the town Center <br /> Architectural Review committee, City Forester, and CPTED Officer. <br /> 6. The site plan/landscape is revised to identify the following items and approved by <br /> City Staff: <br /> a. Handicap parking stalls <br /> b. Trash handling areas <br /> C. Loading spaces <br /> d. Exterior lighting locations <br /> e. Sizes of proposed plantings <br />
