This presents a concern,according to Mr. Kirmis. <br /> He also explained that a southerly street extension would ideally go to the south line <br /> adjacent property; however,due to containment of wetlands,this is not possible. The <br /> result is a cul-de-sac, which requires the processing of a variance. <br /> Mr. Kirmis added that some wetland mitigation will be necessary, and Rice Creek <br /> approval will be required. Also 80-foot right-of-way widths have been provided, as <br /> required for commercial and/or industrial developments. <br /> Mr. Wessel offered positive comments, and explained that this project is located within a <br /> TIF district. <br /> Kurk Corson,with the use of visual aids, presented the proposed business campus <br /> project, explaining that was originated about 1-1/2 years. Certain topographical issues <br /> have been taken into account, particularly with respect to stormwater ponds. Some filling <br /> and excavation will also be required. Safety issues have been given considerable <br /> attention, especially with respect to trail systems. <br /> Mr. Dunn asked about the proposed timetable. Mr. Corson indicated that the desire is to <br /> begin construction this summer. <br /> Mr. Herr asked if the concept of a 1,200-foot cul-de-sacs should be less desirable in a <br /> residential setting than in a light industrial district. Mr. Kirmis indicated equal concern, <br /> adding that in this case there is no other option. Mr. Wessel and Mr. Ahrens agreed. <br /> Mr. Johnson clarified that there would be adequate access for emergency vehicles. He <br /> then expressed concern about the appearance, given the long frontage along 35W. <br /> Mr. Dunn asked if this project would fall under the Architectural Guidelines, and Mr. <br /> Wessel explained that the Guidelines are committed only to commercial projects. <br /> Additional discussion will be necessary, and this matter will come before the Town <br /> Center group. <br /> Mr. Herr requested clarification of which school district this project lies within, and it <br /> was determined that it is Centennial School District. <br /> Mr. Wessel suggested that following further refinement this project be presented to the <br /> Planning& Zoning Board for review in April, and then on to the City Council. <br /> B. Zoning Ordinance Text Amendment- GB Zoning District <br /> Ms. Wyland indicated that a Staff report including a proposed text amendment will be <br /> available for review at the April meeting, which will include language describing <br /> financial institutions with accessory drive-through facilities as being permitted within <br />
