No, 0700 P. 2/4 <br /> .,......Staw...-.,.,._.ast Arm,.,., Lino Lakes Paris Bond mcierenoum hanrving <br /> Quail Ridge Park Master Plan <br /> and Cost Analysis <br /> Date of last Revision:2/17/98 <br /> To: Lino Lakes Park and Recreation Commission <br /> Rick DeGardner, Parks and Recreation Director <br /> Barry Bernstein, Recreation Supervisor <br /> From: Jeff Schoenbauer,Vice President <br /> Brauer&Associates, Ltd. <br /> Overview:The following master plan discussion and cost analysis summarizes the outcome of the design <br /> process for Quail Ridge Park.A total of three public neighborhood were held in early 1998, as follows: <br /> • Program/Site Development Discussion: January 29"' <br /> • Review of Concept Plans: February 12' <br /> • Review of Master Plan and Costs: March 2nd <br /> A copy of the master plan is attached. <br /> Master Plan OveMew/lssues Statement <br /> The attached master plan illustrates the end result of the master plan process.The plan seeks to: <br /> • Achieve a balance between passive and active uses <br /> • Provide a variety of amenities that attract a wide range of park users(without becoming excessive) <br /> • Provide reasonable access from the adjacent neighborhoods <br /> • Serve as a critical trail link between the surrounding neighborhoods and the community/regional trail <br /> system <br /> • Provide reasonable buffering between the park and adjacent residential properties <br /> • Provide a safe and secure park environment <br /> The attached graphic illustrates the final master plan design for the park and identifies the amenities most <br /> desired by those that attended the public meetings.The level of development and type of amenities proposed <br /> for the park are in sync with the overall Comprehensive Parkand Trail System Plan. <br /> It should be noted that the residents want the opportunity to continue to be involved in the development of <br /> the park as funding becomes available. Specifically, residents want to participate in the following ways: <br /> • Review of the master plan at the time of development to ensure that the design still reflects the needs of <br /> the surrounding neighborhood <br /> • Consider ways that they may be able to participate in the construction to defer costs through in-kind labor, <br /> etc. <br /> • Review of selective brushing and clearing adjacent to existing residential properties to ensure reasonable <br /> privacy is maintained while making the park safe, secure,and comfortable for users. <br />
