No, 0700 P. 3/4 <br /> . ,-r"a i i S ttd!ci I lci iy�Ust A lalybq Lino Lakes Park Bond Keterenaum Planning <br /> Trail Planning Issues <br /> Significant discussion during the first public meeting was focused on the trails.A number of residents voiced <br /> their concerns about trail safety and wondered aloud if the trail connection between the Quail Ridge <br /> development and the park site was even needed.They also questioned the overall quality of the existing <br /> boardwalk. <br /> During the second meeting,the following information was provided as a basis for discussion and to provide a <br /> broader perspective on the importance of this trail link and how it relates to the larger trail system.The <br /> following points were considered: <br /> Park Trails(within context of overall trail system): <br /> • Are multipurpose trails located within greenways, parks,and natural resource areas <br /> • Emphasis is harmony with natural environment <br /> • Relatively uninterrupted by vehicular traffic <br /> • Effectively be various parks and recreation areas together to form a continuous park environment <br /> Note: The trail through Quail Ridge Park falls under this dassification. <br /> Importance of Park Trails: <br /> • Considered most desirable type of trail by users(as opposed to trails along roads) <br /> • Accommodate two of the highest ranked recreation activities:Walking in a large park environment <br /> and informal nature study(Metropolitan Council Leasure Time Survey) <br /> • Safest with respect to vehicular traffic <br /> Location and Development Considerations: <br /> • Trail corridors are adopted as part of the overall Park and Trail System Plan(through City Council <br /> action) <br /> • Trail corridor locations are established in new development areas during the subdivision approvals <br /> process to ensure that the trail plan is realized and that home buyers are aware of there location <br /> After some discussion, a consensus was reached that the trail through Quail Ridge was an important factor in <br /> making the park accessible to nearby residents and providing a necessary link with the larger trail system. <br /> Cost Analysis - Quail Ridge Park <br /> The following cost summary relates to the amenities shown on the master plan. Note that the cost estimate is <br /> based on projects of similar size and complexity that have been completed in the last several years. The cost <br /> analysis is intended to be used as a means to determine the potential overall costs associated with developing <br /> this park. It is reasonable to use the information for planning and budgeting as long as reasonable flexibility in <br /> final design is allowed for and that contingency dollars are appropriated. Note that significant assumptions have <br /> been noted to further clarify the basis for project costing. <br />
