During the second meeting,the following information was provided as a basis for discussion and to provide a broader perspective on the importance of this trail link and how it relates to the larger trail system.The following points were considered: Park Trails(within context of overall trail system): • Are multipurpose trails located within greenways, parks,and natural resource areas • Emphasis is harmony with natural environment • Relatively uninterrupted by vehicular traffic • Effectively be various parks and recreation areas together to form a continuous park environment Note: The trail through Quail Ridge Park falls under this dassification. Importance of Park Trails: • Considered most desirable type of trail by users(as opposed to trails along roads) • Accommodate two of the highest ranked recreation activities:Walking in a large park environment and informal nature study(Metropolitan Council Leasure Time Survey) • Safest with respect to vehicular traffic Location and Development Considerations: • Trail corridors are adopted as part of the overall Park and Trail System Plan(through City Council action) • Trail corridor locations are established in new development areas during the subdivision approvals process to ensure that the trail plan is realized and that home buyers are aware of there location After some discussion, a consensus was reached that the trail through Quail Ridge was an important factor in making the park accessible to nearby residents and providing a necessary link with the larger trail system. Cost Analysis - Quail Ridge Park The following cost summary relates to the amenities shown on the master plan. Note that the cost estimate is based on projects of similar size and complexity that have been completed in the last several years. The cost analysis is intended to be used as a means to determine the potential overall costs associated with developing this park. It is reasonable to use the information for planning and budgeting as long as reasonable flexibility in final design is allowed for and that contingency dollars are appropriated. Note that significant assumptions have been noted to further clarify the basis for project costing.
