COUNCIL MINUTES JANUARY 12, 1998 <br /> Council Member Bergeson moved to approve all appointments as presented, including the Quad <br /> Community Press as Lino Lakes' vehicle for legal publication and abolishment of the Capital <br /> Building Committee. Council Member Dahl seconded the motion. Motion carried unanimously. <br /> PUBLIC HEARING, COMMUNITY DEVELOPMENT BLOCK GRANT,PAULA <br /> SCHLOER <br /> Ms. Schloer explained that the City will receive $34,801 in Community Development Block <br /> Grant dollars for the 1998-1999 grant year. The purpose of this public hearing is to receive <br /> comments and requests for possible use of these funds. A number of written requests were <br /> received and will be presented to Council for review and consideration at its January 26, 1998 <br /> regular meeting or as soon thereafter as possible. Ms. Schloer added that these fund designations <br /> are required by Anoka County by Friday, February 13, 1998. <br /> The following is a list of the requests presented for consideration: <br /> Section No. Orizanization Amount Requested <br /> Section 1 Anoka County Community Action Program (ACCA) $ 5,579 <br /> Section 2 Alexandra House 5,000 <br /> Section 3 ARC of Anoka and Ramsey Counties 1,000 <br /> Section 4 Community Emergency Assistance Program(CEAP) 1,500 <br /> Section 5 Forest Lake Youth Service Bureau 5,000 <br /> Section 6 North Anoka Meals on Wheels 3,733 <br /> Section 7 Rise 3,000 <br /> Section 8 Lino Lakes Seniors Program $18,516 <br /> $43,328 <br /> Mayor Sullivan explained that a representative of each organization will be allowed to make a <br /> maximum five-minute presentation, after which Council could request additional information <br /> prior to further discussion of this fund designation at the next council work session. <br /> Bonnie Stassick addressed Council on behalf of the Senior Outreach Program offered through the <br /> Anoka County Community Action Program, Inc. She explained that Phyllis Linder is the Senior <br /> Outreach representative for the Lino Lakes area. The program links seniors and disabled adults <br /> to supportive services which help them to remain living independently in their homes. The <br /> Senior Outreach worker meets with clients determining their needs and referring them to <br /> appropriate resources. Additionally, seniors are assisted in completing applications and <br /> accessing such other services such as food stamps, medical assistance, meals-on-wheels, legal <br /> assistance, income tax preparation, and alternative care grant programs. Ms. Stassick stated that <br /> during the last program year 117 referrals were made to 30 different programs and agencies. In <br /> ,-� Lino Lakes 54 clients were assisted last year, and to date Ms. Linder has visited 34 clients <br /> representing an increase of 58%. Thus far this year there have been 30 follow-up visits (twice as <br /> many as last year), and 56 referrals to 17 programs (more than double last year). Ms. Stassick <br /> 5 <br />
