COUNCIL MINUTES NOVEMBER 25, 1996 the community. Accepting the award, Mr. Asleson read the following quotes: "Every man owes a part of his time and money to the business or industry in which he is engaged. No man has the moral right to withhold his support from an organization that is striving to improve conditions within his sphere." (Theodore Roosevelt); and, "I'm just a plow hand from Arkansas but I've learned how to hold a team together, how to lift men up, how to calm down others until they've got one heartbeat together--a team. There's just three things I'd ever say: If anything goes bad, I did it; if anything goes semi good, we did it; if anything goes real good,then you did it. That's all it takes to get people to win football games for you." (Bear Bryant). Mr..Asleson emphasized his appreciation for the award, and commended those who worked with him. The second Mayor's Community Service Award was presented to Council Member Neal in recognition of his years of outstanding volunteer work for Toys for Joy, Helping Hands, Fair Share, and other community service programs. Council Member Neal pointed out that the Police and Fire Departments,the Lions Club and Kiwanis Clubs as well as the entire Anoka County citizenship gave him a great deal of support and assistance in these events. Presentation of Plaques to Planning and Zoning Board Members and Park Board Members Who Have Given Many Years of Service to the City,Mayor Landers -Mayor Landers presented the following plaques to past Planning and Zoning Board members and Park Board members, adding that any Board members who served two or more years will have a tree. of thanks planted on Arbor Day in their recognition: Tom Messich in appreciation for five years of dedicated service on the Planning and Zoning Board, 1992 to 1996; Kathleen Nordin in appreciation for three years of dedicated service on the Planning and Zoning Board, 1992 to 1994; Ed Jones in appreciation for three years of dedicated service on the Planning and Zoning Board, 1993 to 1996; Brian Bourassa in appreciation for three years of dedicated service on the Park Board, 1993 to 1995; and, Ken Johnson in appreciation for eighteen years of dedicated service on the Park Board, 1978 to 1995. Council Member Neal then presented Mayor Landers with an award for two years of dedicated service on the Planning and Zoning Board, 1992 to 1994. OATH OF OFFICE FOR FOUR NEW POLICE OFFICERS, CHIEF PECCHIA Chief Pecchia explained that during 1996 four new officers were hired by the Lino Lakes Police Department. Mr. Hawkins swore in the following individuals: Malinda Brown, who came to Lino Lakes from the North St. Paul Police Reserves on May 1, 1996. Malinda graduated from Lakewood Community College in March, 1995 with an AS degree in law enforcement. She has fully completed the Department's 480-hour field training program and is currently assigned to street patrol. Attorney Hawkins conducted the swearing-in of Officer Brown. Matthew Vana began employment with the Lino Lakes Police Department in June of 1996. Prior to that time, Matthew was employed as a security officer for Mall of America. He is a graduate of Mankato State University in August of 1995 with a BS degree in law enforcement. Matthew 2
