COUNCIL MINUTES NOVEMBER 25, 1996 <br /> studying the concept of developing a Town Center at the southeast quadrant of the 35W/49 <br /> interchange. It is necessary that water main and sanitary sewer be extended to serve the �. <br /> properties on the south side of 35W in order for the commercial and light industrial projects to <br /> move ahead. <br /> Mr. Ahrens described the proposed improvements as follows: The proposed improvements <br /> include the construction of approximately 4,400 feet of sanitary sewer and water main. <br /> Construction will start at the south end of the utility jacking under 35W to be completed by the <br /> Centennial Middle School Utility Project. The utilities will extend north along the south side of <br /> 35W and the Oasis gas station to the west side of Lake Drive. The utilities are sized <br /> appropriately to accommodate ultimate development of the properties in this area. <br /> With respect to financing,Mr. Ahrens offered the following: The estimated costs for the project <br /> are outlined in the feasibility report and are summarized below. The costs include a 10% <br /> contingency allowance and a 30% allowance for engineering, legal and financing costs. <br /> Improvement Amount <br /> Sanitary Sewer $329,200 <br /> Water Main $253,300 <br /> Total $582,500 <br /> Project financing will follow the City of Lino Lakes policy on financing public improvements. <br /> Trunk costs, including over sizing of pipes and extra depth construction, are proposed to be <br /> funded by the City through the Area and Unit Fund. The remaining costs are proposed to be <br /> funded by special assessments to benefiting properties. The following is a summary of funding <br /> sources for the proposed project: <br /> Funding Source Amount <br /> Special Assessments $495,300 <br /> Area and Unit Funds 87,200 <br /> Total $582,500 <br /> Mr. Ahrens added that assessments to benefiting properties are proposed for this project <br /> according to City Charter and State Statute. The proposed project is located in a portion of the <br /> City that is exempt from the Charter. All public improvements in the subject area are subject to <br /> Minnesota Statutes Chapter 429. Homesteads that exist in this area can petition against the <br /> proposed improvements and delay any special assessments to their property until such time that <br /> the property is no longer residential or until the property owner connects to the utilities. Each of <br /> the three property owners that reside in this area has been contacted and it is expected that they <br /> will sign a petition prior to the public hearing.
