COUNCIL MINUTES NOVEMBER 25, 1996 <br /> Sanitary Sewer Area Charge $1,983 per acre <br /> Water Main Area Charge $2,114 per acre <br /> Additional connection fees will be charged as properties develop. <br /> Mr. Ahrens presented the proposed schedule for the project as follows: <br /> Public Hearing November 25, 1996 <br /> Council Orders Project November 25, 1996 <br /> Council Approves Plans January 23, 1997 <br /> Council Authorizes Ad for Bids February 18, 1997 <br /> Bid Opening February 13, 1997 <br /> Council Awards Bid February 24, 1997 <br /> Construction Begins April 7, 1997 <br /> Substantial Completion June 2, 1997 <br /> Mr. Ahrens pointed out that the project could not be ordered at this meeting due to the absence of <br /> two Council members. However,he indicated that a brief delay of the project should still keep <br /> completion within two weeks of schedule. <br /> Mayor Landers asked who petitioned against the project. Mr. Ahrens stated that the property <br /> owners are the Skoglunds. <br /> Mr. Wessel indicated that the overall intent of this project is to respond to the needs of area <br /> property owners as well as the City Council's commitment to commercial economic development <br /> as a priority. The subject area is predominately zoned commercial, and this is an effort to extend <br /> utilities to make development possible in 1997. <br /> Council Member Bergeson asked if the homes on Marchan Lane are out of the subject area. Mr. <br /> Ahrens responded yes. Mr. Wessel pointed out that the Funkhauser property, although on <br /> Marchan Lane, is also out of the area. <br /> Mayor Landers opened the public hearing at 8:32 P.M. <br /> Ron Solfest, 162 Egreet Lane asked where replacement funding would come from should certain <br /> property owners opt out of the assessment process. Mr. Ahrens explained that those who could <br /> opt out of the assessment process represent a very minimal amount of the overall funding source. <br /> ,� Additionally, unit charges would account for additional funds as development occurs. <br />
