COUNCIL MINUTES <br />APPROVED <br />78 <br />Councilmember Lyden <br />moved to <br />approve the <br />first reading of <br />Ordinance No. 06-21 <br />as presented. <br />79 <br />Councilmember Stoesz <br />seconded <br />the motion. <br />Motion carried <br />on a voice vote. <br />80 PUBLIC SAFETY DEPARTMENT REPORT <br />81 There was no report from the Public Safety Department. <br />82 PUBLIC SERVICES DEPARTMENT REPORT <br />83 There was no report from the Public Services Department. <br />84 COMMUNITY DEVELOPMENT REPORT <br />85 6A) Consider Second Reading of Ordinance No. 03-21 Rezoning Property from R, Rural to R- <br />86 1, Single Family Residential for Butler Addition — City Planner Larsen explained that staff is <br />87 requesting approval of the second reading of this ordinance that will provide for rezoning of property <br />88 related to the Butler Addition development. <br />89 Councilmember Stoesz moved to waive the full reading of the ordinance as presented. Councilmember <br />90 Ruhland seconded the motion. Motion carried on a voice vote. <br />91 Councilmember Stoesz moved to approve the second reading and adoption of Ordinance No. 03-21 <br />92 as presented. Councilmember Ruhland seconded the motion. Motion carried: Yeas, 5; Nays <br />93 none. <br />94 6B) Nadeau Acres 2"d Addition: i. Consider Resolution No. 21-45 Approving Final Plat; ii. <br />95 Consider Resolution No. 21-46 Approving Development Agreement— City Planner Larsen <br />96 explained that the development is moving along and this would be the second and final phase of the <br />97 development. Ms. Larson reviewed past actions, a preliminary plat rendering, a future trail corridor <br />98 and findings of facts which find the requested actions to be in compliance. The Planning and <br />99 Zoning Board recommended approval on a unanimous vote. <br />100 Councilmember Stoesz received affirmation that including the trail, to be constructed by the <br />101 developer, is a good deal for the City. <br />102 Larry Olson, developer and resident of Columbus, explained how well the development is moving <br />103 along. Their goal is to continue the quality of the first addition. <br />104 Councilmember Cavegn moved to approve Resolution No. 21-45 as presented. Councilmember <br />105 Ruhland seconded the motion. Motion carried on a voice vote; Councilmember Lyden voted no. <br />106 Councilmember Cavegn moved to approve Resolution No. 21-46 as presented. Councilmember <br />107 Ruhland seconded the motion. Motion carried on a voice vote; Councilmember Lyden voted no. <br />108 6C) Consider 2"' Reading of Ordinance 04-21, Approving Sale of Property, Lots 12 & 13, <br />109 Carole Estates 2"d Addition — Community Development Director Grochala explained that this sale <br />11 o has been previously reviewed and discussed by the city council. The first reading of the ordinance was <br />111 approved at a previous council meeting. I-Ie explained the contingincies (see staff report). <br />112 Councilmember Lyden moved to waive the full reading of the ordinance as presented. Councilmember <br />113 Cavegn seconded the motion. Motion carried. <br />114 Councilmember Lyden moved to approve the second reading and adoption of Ordinance No. 04-21 <br />115 as presented. Councilmember Cavegn seconded the motion.
