COUNCIL MINUTES SEPTEMBER 14, 1998 <br /> ASSESSMENT PUBLIC HEARING,Behm's Century Farm, 4th Addition - Mr. Powell <br /> stated that on August 10, 1998, Council set the public hearing for the proposed assessments for <br /> the Behm's Century Farm, 4th Addition project for Monday, September 14, 1998. All necessary <br /> notices have been mailed to affected property owners indicating the amount of the assessment <br /> and the date of the hearing. <br /> Mr. Powell stated the project is substantially complete and can now be assessed. The project <br /> includes developer installed streets and utilities. The assessments associated with this project <br /> include Area and Unit Charges, Surface Water Management Fees, and lateral benefit from the <br /> Lilac Street Trunk Utility project. <br /> Mayor Sullivan opened the public hearing at 6:58 p.m. There were no comments from the <br /> property owners. <br /> Council Member Neal moved to close the public hearing at 6:59 p.m. Council Member Dahl <br /> seconded the motion. Motion carried unanimously. <br /> Council Member Lyden expressed concern about the developer installing the wear course. He <br /> asked about quality control when the developer installs it. Mr. Powell stated the City generally <br /> tries to install the wear course because the City can get a better price. In this unique situation the <br /> developer was able to obtain a better price. Someone from the City will be observing to ensure <br /> quality. <br /> Resolution No. 98 - 149, Adopting Assessment, Behm's Century Farm, 4th Addition -Mr. <br /> Powell stated staff recommends Resolution No. 98 - 149 be adopted. <br /> Council Member Neal moved to adopt Resolution No. 98 - 149, as presented. Council Member <br /> Dahl seconded the motion. Motion carried unanimously. <br /> Resolution No. 98 - 149 can be found at the end of these minutes. <br /> Consideration of Resolution No. 98 - 150, Approve Plans and Specifications and Authorize <br /> Advertising for Bids, 21st Avenue Roadway, Phase I - Mr. Powell explained this project <br /> involves the construction of the roadway and a temporary cul-de-sac on the 21 st Avenue <br /> alignment from Main Street(CSAH 14)to about 900 feet south of Main Street. The roadway <br /> will be centered on the boundary between the Cities of Lino Lakes and Centerville. The <br /> proposed improvements include a 38 foot wide pavement section, concrete curb and gutter, storm <br /> sewer, and turn lanes on Main Street. A Joint Powers Agreement for the construction and <br /> financing of these improvements was approved by the Council on August 10, 1998. The <br /> construction of this project will begin this year but the completion may be delayed until the <br /> spring of 1999 due to the late starting date.
