City of Lino Lakes <br /> Park Board Meeting <br /> t'1 August 3, 1998 <br /> construct the canoe access, install trails, and install a parking <br /> lot. <br /> Rick noted there was not any cash dedication for this <br /> development . He asked the Board for a recommendation on how to <br /> pursue the issue. <br /> Chair Lindy asked if this is a wetland and does not involve a <br /> trail system. Rick explained that it appears to be wetland. <br /> From the Park Board' s perspective the intent was for Mr. Howard <br /> to develop a trail and parking lot. The City was to build the <br /> canoe access . Chair Lindy stated that a trail and parking lot <br /> would satisfy the Park Dedication. The canoe access could <br /> possibly follow from the City. <br /> Paul stated discussions with Mr. Howard could begin from that <br /> perspective. The Park Board agreed that Rick should begin <br /> discussion with Mr. Howard. <br /> Rick indicated he would investigate the issue further and advise <br /> Mr. Howard that the development of a trail and parking lot will <br /> satisfy the park dedication. A public canoe access could <br /> possibly follow from the City. <br /> REVIEW NEW SNOW REMOVAL POLICY FOR TRAILS: <br /> Rick stated that the Parks and Recreation Department would like <br /> to institute a snow removal policy for the City' s trails system. <br /> This would allow residents to enjoy the trails system year round. <br /> Rick referred to the proposed policy. He stated that all trail <br /> segments are indicated as an A Priority or B Priority. Following <br /> a snow fall of 2" or more all A Priority paths will be cleared. <br /> Upon completion of all A paths the B Priority paths will be <br /> cleared. There are some trail segments within the City that will <br /> not be maintained during the winter months . <br /> Rick stated that chemicals, such as sand and salt will not be <br /> used. Currently, the underpass near Rice Lake Elementary School <br /> (under Birch Street) is salted and sanded when conditions <br /> warrant. This is the only trail segment where chemicals are <br /> applied. Trail segments that have a boardwalk are not scheduled <br /> to be plowed. <br /> Rick noted the trail priority designations will be reviewed <br /> annually. <br /> Sharon asked about any liability issues regarding snow removal on <br /> %'"N the trails . Rick explained there are no liability issues as long <br /> as a policy is in place and it identifies what is done and how it <br /> is done to the trails . <br /> 4 <br />
