City of Lino Lakes <br /> Park Board Meeting <br /> August 3, 1998 <br /> Rick noted this park will serve a huge area. Adequate room is <br /> needed for park amenities . He stated that Phase 3 is a 31 acre <br /> development. If 10 acres is required, the City is asking for 1/3 <br /> of the developer' s land. This is not reasonable. Rick suggested <br /> the possibility of the City buying additional land from the <br /> developer. All park requirements were met in Phases I and II . <br /> Jeff stated that the main issue is children having a place to <br /> play. He stated the City needs 3 usable acres for park land. <br /> Acquiring more land as the development moves south can be dealt <br /> with in the future. <br /> Rick stated that the developer had originally agreed to a written <br /> assurance for a 10 acre park. He referred to Park Board minutes <br /> from November 7, 1994, which outlined the agreement. He stated <br /> the City does not have a written agreement. <br /> Mr. Quigley explained that he was not here in 1994 . He explained <br /> that the zoning has changed for the original proposed park <br /> location. Trail segments were dedicated. The trails have not <br /> been developed yet. <br /> r� Paul stated that the past is the past. The Park Board now needs <br /> 3 acres or some creative combination of park land and trails . <br /> Rick stated that if 3 acres is to be dedicated he would prefer <br /> the land to be on the southern border to allow for future park <br /> expansion when future development allows . Another option is for <br /> the City to purchase additional land from the developer. He <br /> indicated he does not want to see small areas of park land spread <br /> throughout the development. <br /> It was the consensus of the Park Board that 3 acres of Park <br /> Dedication would be required for Clearwater Creek 3rd Addition. <br /> Chair Lindy suggested Mr. Quigley take the thoughts and concerns <br /> of the Park Board and plan into the developer' s plan a connecting <br /> park and trail system. <br /> BALDWIN LAKE COURT PARK DEDICATION: <br /> Rick explained that earlier this month he discussed the park <br /> dedication requirements for the Baldwin Lake court development <br /> with Mr. Paul Howard. Mr. Howard has indicated a willingness to <br /> allow the City to install a trail, canoe launch, and parking lot. <br /> Rick referred to previous Park Board minutes regarding this <br /> development . It appears that a public canoe launch was something <br /> to be pursued. Rick asked for clarification on required park <br /> dedication items for this development. Mr. Howard believes his <br /> park dedication comprised of considering allowing the City to <br /> 3 <br />
