Planning&Zoning Board <br /> June 10, 1998 <br /> Page 10 <br /> 7. Address the infiltration issues identified by the Environmental Review Board. <br /> 8. Coordinate a tree preservation plan with the City Forester. <br /> 9. Comments of other City Staff. <br /> Mr. Wessel indicated he recommends approval of the concept plan pending approval of <br /> the Planning and Zoning Board and resident feedback. He stated that the applicant would <br /> like to go before the City Council in July, 1998. McDonalds would like to come before <br /> the Planning and Zoning Board in August, 1998,and begin construction in the fall. They <br /> would like to be operating by the end of 1998. <br /> Mr. Wessel stated that Tim Baylor, developer,Ron Krank, architect, and Dan Engstrom, <br /> a representative from McDonalds, are present to speak to the Board. <br /> Mr. Baylor came forward and stated that it has been a pleasure to work the City Staff of <br /> Lino Lakes. When the project began,they were just looking for a site for a new <br /> McDonalds store. The vision of Lino Lakes is much broader than anticipated. Putting <br /> the whole package together was very difficult. The group that has been put together to <br /> develop this project is top notch. He believes the project is in the best interest of the City. <br /> The timing is good in regards to the growth potential of the City. Mr. Baylor stated that <br /> interest from retailers and developers is already being generated regarding this project. <br /> Mr. Krank came forward and briefly discussed the architectural design of the project. He <br /> stated that K. K. Architects has much expertise in the design of shopping centers. Other <br /> projects they have developed include: Tamarack Village, Woodbury Village,Mall of <br /> America, Golden Valley Commons, McDonalds at Southtown Center,and the <br /> McDonalds at Miracle Mile Center. <br /> Mr. Krank stated that the project does include good visuals,traffic constraints, and the <br /> City vision of I35-W south. He indicated that the site layout with current road <br /> configuration led to dialog for the retail interest. <br /> Mr. Krank then went over sketches for the proposed project. They are proposing a large <br /> retail building with smaller shops that will include a restaurant,ban,gas station, and drug <br /> store. They are,proposing a series of small parking lots with common lighting and <br /> landscaping. <br /> The next step of the project is to take it to the market. The purpose of the presentation <br /> tonight is to share their vision with the Planning and Zoning Board. The developers must <br /> now take the concept to large retailers and test the concept. Mr. Krank stated that he is <br /> looking for concept approval from the Board. He stated he is aware that they must come <br /> back before the Board with detailed site plans. <br />
