Planning&Zoning Board <br /> June 10, 1998 <br /> Page 11 <br /> Chair Schaps asked the location of the first tenant. Mr. Krank referred to a map and <br /> explained where the first retailer(McDonalds) will be located. <br /> Mr. Brixius stated that he is very excited about the project. He indicated that the <br /> proposed project is consistent with the Comprehensive Plan and the long term zoning <br /> plan. He stated that Staff has reviewed the plan in detail. He noted that the access off of <br /> Lake Drive would be signaled. He also noted that zoning is place and is consistent. <br /> Mr. Corson asked about the landscaping and possible berming on 77th Street. He also <br /> expressed concern regarding Phase I and II regarding storm water ponding and the <br /> wetland indicated on the plat. Mr. Brixius indicated that landscaping options and <br /> berming on 77th Street will be included in Phase II of the project. The wetland and <br /> drainage issues will be addressed in the development phase. <br /> Mr. Dunn asked about the proposed grocery store square footage. Mr. Krank indicated <br /> that the proposed square footage for the grocery store is 35,000 -40,000 square feet. That <br /> square footage is approximately half of a typical Rainbow Foods grocery store. Mr. <br /> Krank stated that market research has shown that the market would support a grocery <br /> store of this size. <br /> Mr. Dunn stated that the Cub in White Bear Lake was restricted regarding square footage. <br /> He believes that was a mistake. He asked if the market research accounted for <br /> population. He would like to see expanded vision regarding the square footage of the <br /> grocery store. Mr. Krank indicated that grocery retailers carefully analyze the market. <br /> The market research could possibly be shared with the Board when it is completed. <br /> Mr. Dunn asked if the concept plan is possibly setting a cap on what is being strived for. <br /> Mr. Krank explained that they go to the retailers and show them the market and the site. <br /> The retailers work within those boundaries. <br /> Mr. Dunn asked if a formula is used in the market research that reflects residential <br /> growth. Mr. Krank indicated that a formula is used and possibly that could be shared <br /> with the Board. <br /> Mr. Dunn asked if the concept plan allowed for flexibility on the square footage of the <br /> sites. Mr. Krank indicated that the concept plan did allow for flexibility. <br /> Mr. Dunn asked if the developer is receptive to working with the Town Center <br /> Committee. He also asked if 14,000 square feet would accommodate a typical <br /> Walgreens. Mr. Krank stated that he is going through the architectural designs with the <br /> architect for the Town Center. He indicated that 14,000 square feet is the prototype for <br /> ,� all Walgreen stores. <br />
