Planning&Zoning Board <br /> June 10, 1998 <br /> Page 12 <br /> Mr. Dunn stated that the City has waited for a center for many years. He asked for Mr. <br /> Wessel's professional opinion of the project. He asked Mr. Wessel if he believes that this <br /> is what the City is looking for and why. <br /> Mr. Wessel stated that he is very comfortable with this project. He believes that this is <br /> what the City is looking for. He stated he is looking for flexibility in the concept plan. <br /> Every individual project will go through the Town Center Committee,Planning and <br /> Zoning Board,and City Council. The Apollo Drive extension is important regarding the <br /> consideration of this project. He stated that if the project is developed correctly, it will be <br /> a real contribution to the City of Lino Lakes. <br /> Mr. Dunn stated that he believes this project does support a PDO because of the creativity <br /> involved. He asked if there was a way to forego the tabling of the PDO and move to <br /> approve the concept plan this evening. Mr. Brixius stated that the Board could endorse <br /> the concept plan this evening. He encouraged the Board to listen to comments from the <br /> public. <br /> Mr. Trehus stated that the site plan appears to be user friendly to cars but not pedestrians. <br /> He also expressed concern regarding the residents in the area. He stated that unless there <br /> is a plan for redevelopment in the area the residents property is not valuable. Mr. Krank <br /> indicated that there are two residential and two commercial properties adjoining the site. <br /> He believes that the City will want to develop that land. The proposal leaves a 50' buffer <br /> between the property. Mr. Krank stated that the proposal is pedestrian friendly. The plan <br /> encourages people to park their cars and walk from business to business. With a more <br /> detailed plan,paths will be indicated from building to building. <br /> Mr. Trehus asked about the possibility of placing the buildings closer together, which <br /> would be consistent with the Village concept. Mr.Krank stated that was difficult to do as <br /> they are trying to create an edge for the property. <br /> Mr. Trehus asked if the phasing plans will be done in clusters. Mr. Baylor stated that the <br /> scale of the project will dictate where retailers will be placed. At this point, retailers have <br /> been placed where they are most appropriate. Mr. Baylor indicated that he is anticipating <br /> multiple site plans will be presented. <br /> Mr. Trehus asked how the architectural design compares to the Town Center. Mr. Baylor <br /> stated he has not yet seen the guidelines for the Town Center. The project will try to <br /> accommodate those guidelines. <br /> Mr. Wessel stated that the City has not yet given the design team any guidelines. The <br /> discussion regarding design will begin next week. Mr. Wessel stated that he anticipates a <br /> more commercial look for this project than the Town Center. All of these issues will <br /> come before the Planning and Zoning Board at a future date. <br />
