COUNCIL MINUTES APRIL 12, 1999 <br /> Mayor Sullivan reconvened the meeting at 8:23 p.m. <br /> Mayor Sullivan stated she is very supportive of the project. She expressed concern regarding <br /> some loose ends that staff can tighten up after the plan is agreed on. She indicated she would <br /> like her conditions to be part of the approval. She stated she is not comfortable about not <br /> granting MUSA to this area. She recommended a Comprehensive Plan amendment that includes <br /> this in the MUSA area noting that the MUSA is not available now. If the project is developed <br /> with no MUSA available it is the same as some other projects within the City. <br /> Mayor Sullivan added the Land Trust was not interested in owning the open space because there <br /> is no additional greenway. The cost to the City to maintain the open space is approximately <br /> $17,000. The homes in the development will be $175,000 and up. The maintenance costs could <br /> pay for itself under the current tax structure. She noted that a statement regarding open space <br /> management should be included in the motion. <br /> Mr. Don Dunn, 6885 Black Duck Drive, stated he would like to s tize Lino Lakes. <br /> Pe� , <br /> He stated the plan is a great plan for the City and it should be app 'ved It el for the <br /> Comprehensive Plan and an extension of the 20/20 Vision. Mr. Asleson stated there is a four <br /> (4)year establishment period which is a very intensive process. After installation a yearly <br /> inspection and burning every several years would occur. <br /> Council Member Dahl indicated she is open to the options regarding management of the open <br /> space. <br /> Council Member Lyden stated he is in favor of option#3, City ownership of the open space. He <br /> stated the City can best manage the land. <br /> Council Member Bergeson stated because the project is a model project,there are expectations <br /> regarding the management of the open space.
