^ STATE OF THE CITY - 1999 <br /> Good evening. I begin my report to you tonight with a question. <br /> Is Lino Lakes a great place by fate or intent? <br /> I will share evidence with you tonight that I believe will convince you that we are <br /> a city of intent. We are a city that is planning our way to the future. <br /> I'd like to introduce you to the.people who are responsible for managing our plan. <br /> Aside from myself, your council consists of Councilmembers Andy Neal, Caroline <br /> Dahl, Chris Lyden and John Bergeson. The staff management team is headed up <br /> ^ by Linda Waite Smith, City Administrator, Rick DeGardner, Director of Public <br /> Service, Dan Tesch, Director of Administration, Dave Pecchia, Director of Public <br /> Safety, and Brian Wessel, Director of Community Development. Dave Pecchia <br /> should also be recognized as our interim city administrator, who carried us <br /> through the year I will soon discuss with you. <br /> Thank you all for your leadership this past year. I also send thanks to the rest of <br /> staff, who don't receive name recognition here, but who are and have been key to <br /> the successes of the year. <br /> Overall, as a council and city, we have been successful, if somewhat slow in our <br /> accomplishments this year. We faced big obstacles such as tornadoes, financial <br /> irregularities, and management changes. But we have `weathered' those changes <br /> successfully. We have begun our trek to establish genuine oversight and sound <br />
