Future activities include the establishment of measures of success for the <br /> community policing program, a new police substation at the CCCC during the Is' <br /> quarter of 1999, and development of a customer service questionnaire. Most <br /> importantly, the Police Department is responsible for the success of the city's Y2K <br /> project this year. This includes developing emergency preparedness plans for the <br /> city, helping citizens with personal preparation by providing information and <br /> increasing communication about these issues. <br /> Last but not least, how about an update on the COMPREHENSIVE PLAN? <br /> I talked earlier about finding a balance in Lino Lakes. This is a balance between <br /> the types of development we have in the city, commercial, industrial, residential <br /> and open space. This balance means finding and developing the right tax base, tax <br /> rates and land uses to support them. <br /> The Comprehensive Plan which was sent to the Met Council in December reflects <br /> what was identified as the right balance for Lino Lakes by a group of citizens, <br /> working with staff and consultants - the plan balances the types and amounts of <br /> land use that will support a moderate rate of growth for our city. <br /> A moderate growth rate is based on the following items: <br /> In the year-2020, the city will have: <br /> • a population of 20,500 <br /> • 7,575 housing units <br /> • 41% or less of the city available for urban sewer and water <br /> services <br /> 15 <br />
