City of Lino Lakes <br /> Park Board Meeting <br /> July 6, 1999 <br /> instituted a park board. They have discussed the possibility of <br /> a joint meeting between the City of Hugo, Washington County, <br /> Anoka County, and Lino Lakes . Discussion would include a number <br /> of developments that overlap between the two cities . Other <br /> issues include the Regional Park regarding trail segments . Hugo <br /> may want to connect their trail segments to trail within Lino <br /> Lakes to allow access to the Regional Park. Allowing Hugo access <br /> may allow Lino Lakes a trail access over the I35E freeway. <br /> It was the consensus of the Park Board to have Chair Lindy pursue <br /> a joint meeting with the City of Hugo, Washington County, Anoka <br /> County, and the City of Lino Lakes on August 25, 1999, at the <br /> First Star Bank in Hugo. <br /> Pat requested Rick provide an outline of how the new type of <br /> conservation development will impact parks in the City overall . <br /> He also suggested a work session relating to park financing. <br /> Paul stated the Park Board needs to look at how the City' s park <br /> dedication fees compare to neighboring cities . <br /> Chair Lindy suggested Jeff Smyser, City Planner, be included in <br /> the discussion regarding the Park Board' s budget concerns <br /> relating to development of parks, upgrading of parks, and the <br /> maintenance of parks . <br /> Paul added that the City Council could change the park dedication <br /> requirements by changing the ordinance. <br /> Jeff stated that somewhere along the line funding for the City' s <br /> parks may have to come from the General Fund. <br /> Rick noted that dollars for parks do come from the General Fund <br /> in other cities . Regarding conservation development, the City is <br /> looking at a more cooperative effort with the developer for the <br /> development of parks as opposed to a cash dedication. Most of <br /> the revenue that will be generated for parks will have to come <br /> from commercial/industrial development . <br /> Chair Lindy stated the Park Board' s concerns regarding funding <br /> need to be voiced to the City Council and administration. <br /> Rick advised he is waiting for Mr. Smyser' s perspective regarding <br /> the park dedication ordinance . When his comments are received, <br /> they will be brought before the Park Board. Because conservation <br /> 8 <br />
