COUNCIL MINUTES OCTOBER 26, 1998 <br /> tours of special areas. There are some environmental aspects that only exist in Lino Lakes. She <br /> stated a study of the Environmental Inventory is needed. She expressed concern regarding �. <br /> endangerment of flora and fauna because of building. <br /> Mr. Mike Trehus, 675 Shadow Court, stated he was hopeful the Council could pull together. <br /> Urban sprawl will not end in a line without boundaries. Urban sprawl will always phase into <br /> rural areas. He encouraged large lots as a plan to curtail urban sprawl. He stated a detailed plan <br /> does not mean a good plan. He stated the average home in Lakeville is $200,000 compared to <br /> $145,000 in Lino Lakes. He asked how the City's fiscal responsibility can be maintained. He <br /> stated there is an over abundance of MUSA. There will be an excess of buildable acres in the <br /> MUSA in 2010. There will be enough MUSA to last 21 years. If there is an excess of MUSA <br /> there will be lots of development pressure. There is no legal precedent to remain at 147 houses <br /> per year. He asked how many wetland and hydric soil acres are in the MUSA. He stated 41%of <br /> the population considers over population a serious issue. He stated the Plan is growth driven. <br /> The Lyden/Dahl plan is people driven. <br /> Mr. Jeff Joyer, 8174 Lake Drive, stated he owns a 5 acre parcel on Lake Drive south of the Main <br /> Street and 79th Street intersection. He stated the parcel was previously zoned Commercial. He <br /> asked that the parcel be changed to Commercial Zoning again. The property does adjoin five (5) <br /> single family residences. The homes were built at the time the property was zoned Commercial. <br /> Sewer is scheduled for next fall. He stated he had been assured by past Councils that serious <br /> consideration would be given to Commercial Zoning if a specific plan was presented. He stated <br /> the Planning&Zoning Board now has tighter controls for rezoning property. <br /> Mr. Al Robinson, 8299 4th Avenue, stated he has lived here since 1938. He has owned his own <br /> business for 42 years. He has served on the Planning&Zoning Board for 5 years. Mr. Robinson <br /> stated he has watched taxes go up but he is not complaining. He stated he has reservations <br /> regarding greenways. He added that he believes the Plan is a good plan. Nothing is perfect. The <br /> economy is good right now but it will taper off. The number of homes built each year will <br /> depend upon the economy and how well the homes sell. Growth was wanted for the City back in <br /> the 1950's. Rooftops are needed for Commercial development. Commercial development will <br /> help with the taxes. Mr. Robinson stated the flyer from CALL really burned him. There is no <br /> listed time for meetings,no agenda, and he had no idea who they were. He stated this is garbage <br /> and questioned why the group can not state who they are. If anyone wants to speak for the City <br /> of Lino Lakes they should reveal who they are. <br /> Mr. Raymond Stadum, 663 Andall Street, stated he is a member of CALL. Residents are <br /> entitled to organize, campaign, dispute, and disagree. He stated he is more willing to support <br /> realtors and developers. A moderate growth plan is viewed by many as immoderate to the tax <br /> payer. He asked that no Plan be accepted without the Environmental Inventory. He mentioned <br /> the autocratic displays of arrogance of members not elected who appear to have government <br /> authority. Throughout efforts to achieve a consensus, elected officials have been attacked. <br /> Certain Council Members have been accused of not being team players. Theirs is not the only <br /> team. Council Members Lyden and Dahl are representative of a larger team. <br /> 8 <br />
