COUNCIL MINUTES OCTOBER 26, 1998 <br /> Mr. Nick Muntean, 405 Ash, asked why his property will be indicated as low density unsewered <br /> when there are seven(7) sewer stub connections on his property. He stated he would like to <br /> know one way or another so he can move on. <br /> Mayor Sullivan recessed the meeting at 8:32 p.m. <br /> The Council meeting reconvened at 9:02 p.m. <br /> Mayor Sullivan stated the public hearing issues will be reviewed and Council will have a <br /> discussion and take action on the Plan. She stated public input has ended on the subject. The <br /> responsibility is now with the City Council. She thanked everyone for their comments. Council <br /> Member Lyden stated the Plan is the most important thing for the City. He indicated everyone <br /> should have an opportunity to speak regarding this issue. <br /> D. Public Hearing Issues-Alan Brixius - Mr. Brixius gave a brief summary of the questions <br /> and comments from the public hearing. He indicated some questions were answered at the <br /> public hearing. Action was taken only on the Town Center Issue. <br /> 1. Art Hawkins asked that discrepancies between number of households and population <br /> estimates as compared to number of homes per year be given some consideration. He also <br /> questioned residential acreage indicated and open space acreage. Mr. Brixius stated that the <br /> household estimates are taken from national,regional, and local demographers. The numbers are <br /> projected based on 147 new homes. He said declining households will affect population growth. <br /> Mayor Sullivan verified 7575 is the number regarding Mr. Hawkins questions. <br /> 2. Donna Carlson had several questions addressed by staff at the meeting. She also asked <br /> when the letter supporting an overlay for Birch Street would be sent to the County. A letter <br /> was sent to the County by John Powell on October 19, 1998. Mayor Sullivan will be signing <br /> another letter this evening. Ms. Carlson has received a copy of the letter from John Powell. <br /> Council Member Neal noted a new letter will be sent out this evening. <br /> 3. Connie Grundhofer asked when the findings would be available from the <br /> Environmental Inventory and how it would ultimately be enforced. The Plan will be <br /> supplemented by the Environmental Inventory and Management Plan. <br /> Council Member Bergeson asked if the inventory has been completed. Mr. Wessel stated the <br /> majority of the inventory is done. A plan now has to be developed. <br /> Mayor Sullivan asked if there are any items identified from the inventory that are not currently <br /> identified in the Plan. Mr. Wessel indicated he could not answer that. He stated the two (2) <br /> n consultants felt comfortable with the flexibility in the Plan to incorporate the Environmental <br /> Inventory and Management Plan. <br /> 9 <br />
