COUNCIL MINUTES OCTOBER 26, 1998 <br /> Mayor Sullivan asked when the Environmental Inventory will be complete. Mr. Wessel <br /> indicated the City will be able to implement the plan in approximately one year. <br /> Mr. Brixius stated he agrees that mobile homes should be part of the maintenance program. He <br /> stated language can be included in the Plan regarding expanding restrictions in the sea plane <br /> base. <br /> Council Member Neal asked if jet airplanes will be eliminated. Mr. Brixius stated jets can be <br /> eliminated. <br /> Mayor Sullivan stated the City needs a plan. She asked for a recommendation for the Housing <br /> Maintenance Program. Mr. Brixius recommended that a Housing Maintenance Program be <br /> established. He indicated he has provided copies of the program used in the City of New Hope. <br /> He is not recommending drafting specific ordinances at this time. <br /> Mayor Sullivan stated the question before Council is do we include mobile homes in the Housing <br /> Maintenance Program and do we include language for the sea plane base. <br /> 5. Jerry Bauer asked if the east side of Lake Amelia could be served with sewer/water from <br /> White Bear Town and shown as sewered residential on the plan. Mr. Brixius stated this <br /> change would not follow the intent of the overall Plan in that it would not be an orderly <br /> expansion of a zoning district. <br /> 6. Fritz Johnson stated that it is important to commercial and industrial growth to provide <br /> diverse housing opportunities. There was no recommendation from Mr. Brixius regarding this <br /> issue. <br /> 7. Ron Mickoli and Jeff Joyer requested commercial designation for a five(5) acre parcel <br /> south of Vicki Lane and west of Lake Drive. Mr. Brixius went over a map detailing the parcel. <br /> Single Family homes abut that property on three(3) sides. There is no direct access from Lake <br /> Drive. It was determined this parcel is best used by designating it residential. <br /> Mayor Sullivan stated with the new Comprehensive Plan everyone is starting with a new slate. <br /> The property owner did have promises made to him. She asked where the commercial properties <br /> are in relation to the parcel. Mr. Brixius referred to the map and pointed out the commercial <br /> properties. Council Member Neal noted the City owns a piece of property similar to the parcel <br /> that is zoned Commercial. <br /> Mayor Sullivan asked about the land across the street. Mr. Brixius stated an extension of <br /> commercial is being proposed. Commercial is consistent with the land use to the east but no to <br /> the west. <br /> n Council Member Bergeson stated that immediately to the north there is a duplex. To the south is <br /> a rental home. The owner of the home is hoping the property will become commercial. A <br /> resident runs a hobby business out of his garage just south of that.
