COUNCIL MINUTES OCTOBER 26, 1998 <br /> Vicky Lane on the west side of Lake Drive is either commercial, vacant, or rental housing. <br /> Across the street is designated mixed use, commercial, and residential. He stated he believes the <br /> parcel should be given consideration for commercial designation. He noted the Comprehensive <br /> Plan Task Force may not have been aware of the land uses in the area. <br /> Mayor Sullivan stated the area is not in the Plan as commercial. If the land use is not <br /> commercial it is not appropriate. The question is if it is appropriate to change. <br /> Council Member Bergeson stated everything north of the parcel will become commercial. That <br /> point may be enough weight to have a discussion regarding the change to commercial. Mr. <br /> Brixius noted the Plan as drafted is subject to Council's modifications. <br /> Council Member Lyden stated it is an issue of neighborhood businesses and the impact those <br /> have on the community. Mr. Brixius said the Plan can limit neighborhood convenience <br /> locations. Options do include architectural features, screening, lighting, and buffering. The <br /> neighborhood businesses can be made to be compatible with the neighborhood. <br /> Council Member Lyden stated neighborhood businesses can negatively impact neighborhoods. <br /> Mr. Brixius agreed and stated the negative impact can be mitigated with proper controls. <br /> Mayor Sullivan stated the access to Lake Drive is through the neighborhood. She stated that to <br /> approve as separate land use issue is not appropriate. She suggested leaving the five(5) acre <br /> parcel as shown. With new guidelines it can be considered in the future. �.. <br /> 8. Peter Coyle suggested the zoning designation of the Town Center Area be revisited. The <br /> Planning& Zoning Board did amend this section of the plan to "mixed use" in their <br /> motion. Mr.Wessel stated staff does concur with his observation. Mixed use is an appropriate <br /> designation. The amendment will be incorporated into the Plan. <br /> 9. Richard Dick of 8061 Lake Drive requested that his property remain Light Industrial- <br /> it is proposed to be changed to commercial. Mr. Brixius stated the Comprehensive Plan Task <br /> Force looked at Lake Drive north of County Road 14 (Main Street). Mr. Dick's parcel abuts the <br /> central business district. Rather than have a residential use in this area,the parcel could be <br /> incorporated to accommodate business growth. This should be given specific attention. Mr. <br /> Brixius recommended leaving it commercial with that understanding. <br /> 10. Nick Muntean of 405 Ash Street(north/east corner of Ware and County Road T) asked <br /> that his property be indicated as low-density sewered as sewer is available on Ware Road. <br /> Mayor Sullivan asked why utilities are not included at 405 Ash Street if the stubs are there. Mr. <br /> Brixius stated the City had to establish lines somewhere. He was not aware there were seven(7) <br /> hookups on this property. The Comprehensive Plan Task Force believed that area is more rural. <br /> Mr. Powell stated the utilities there are future service stubs which are frequently included with a <br /> road construction project. The City does not want to disturb the right-of-way after new road <br /> 12 <br />
