Mayor Sullivan stated the MUSA is expanding so the utilities are available. It makes sense to add the other side of the street because it is already there. She stated she does not understand the invisible line on the street. She asked if the tax base increases because the property is in MUSA but not connected to services. Mr. Brixius stated the property is indicated as low density urban residential. The MUSA will not be there until there is urban development. The property owner is outside the MUSA and wants to be inside the MUSA. Mayor Sullivan asked what would happen if the septic system fails. If this property is not in MUSA but sanitary sewer is located adjacent to the property, why not put it in the MUSA. Mr. Brixius stated that this has become an issue because the property owner has requested to be placed in the MUSA. You can say that he is in the first stage. Mr. Brixius stated he was unaware that stubs were already in place in front of this property. The decision to include this property in the MUSA area has to be made by Council. Mayor Sullivan asked if the property has to be subdivided to make utilities cost effective. Mr. Brixius was unsure if it is cost effective or not. Mayor Sullivan asked that if the Comprehensive Plan Task Force had known the stubs were there would they have included it in the MUSA. Mr. Brixius stated the property owner could have requested it. Council Member Lyden noted the property owner has a right to the pipe whether he is in the MUSA or not. Mr. Brixius stated that if the City wants to pursue urban development on this property,the area needs to be in MUSA. Mayor Sullivan asked what has to change to put the property in the MUSA so that they can connect to the sanitary sewer and municipal water systems. Mr. Brixius stated the property has to be in the MUSA. The property owner has requested that his property be indicated as low density urban municipal sewer serviced. This is a land use designation issue. The property owner wants full range of access to hook up to the sanitary sewer. Mayor Sullivan asked if the property is sold will the new owner have to hook up even thought they are not in the MUSA. Mr. Brixius stated that unsewered properties can pursue access to City utilities. The property can be added to MUSA in the future. Mayor Sullivan asked how many areas like this are within the City. Mr. Powell stated there are many. It is prudent to put in utility services before the road is upgraded. This will eliminate the n disturbance of the new roadway for extension of services. 13
