COUNCIL MINUTES OCTOBER 26, 1998
Mayor Sullivan stated that if there was an honest intent to come with a negotiated agreement the
CALL flyer would not have come out. The Council needs to be honest and confident that
standards are followed to go forward. Every Council Member made the choice whether or not to
follow those standards.
Council Member Lyden stated the citizens have the choice to believe and trust Mayor Sullivan.
It has been documented that staff has the intention to send the Plan forward without a 4/5 vote.
He stated the intent of Council to send the Plan without a 4/5 vote takes slow growth advocate
effectively out of the negotiation process. This would silence all slow growth voices.
Negotiations should not be held in public. He stated he is committed to get the Plan done on
time with a 4/5 vote. He indicated he is willing to move from point A to point B.
Mr. Hawkins stated it is not illegal to send the Plan to the Metropolitan Council without a 4/5
vote as long as it is clearly indicated the 4/5 vote was not received.
Council Member Bergeson asked if a 4/5 vote is not received, is the City prevented from
reconsidering the Plan at a future date. Mr. Hawkins stated there is not a time restriction
regarding a re-vote on the Plan.
Council Member Bergeson voted yes. Council Member Dahl voted no. Council Member Lyden
voted no. Council Member Neal voted yes. Mayor Sullivan voted yes.
Mayor Sullivan called for a recess at 11:13 p.m.
The City Council meeting reconvened at 11:20 p.m.
PUBLIC SERVICES DEPARTMENT,RICK DEGARDNER
Consideration of Resolution No. 98- 158,Accepting Donation from Forest Lake Area
Athletic Association-Mr. DeGardner stated the Lino Lakes Parks and Recreation Department
sought program sponsors for its First Annual Turkey Shoot to be held on November 14, 1998.
The event is a free holiday event for the families of Lino Lakes that consists of low-key
competition in a variety of athletic events for prizes.
The Forest Lake Area Athletic Association, as a program sponsor, has donated $100 to help defer
the costs of this event.
Mr. DeGardner stated the Council will be receiving a flyer regarding this event.
