COUNCIL MINUTES OCTOBER 26, 1998 <br /> COMMUNITY DEVELOPMENT DEPARTMENT REPORT, BRIAN WESSEL <br /> Consideration of Resolution No. 98- 159, Calling for Public Hearing to Establish Tax <br /> Increment Financing District 1-9,Brian Wessel-Mr. Wessel stated that earlier this evening <br /> the Economic development Authority authorized the preparation of a modified Plan for <br /> Development District No. 1 and the establishment of Tax Increment Financing District No. 1-9 <br /> to provide financial assistance to three (3)companies that would like to locate in the Apollo <br /> Business Center. <br /> Once the City Council sets the hearing date for December 14, 1998,the Plan will be sent to <br /> School District No. 12 and Anoka County for review and comment. <br /> Council Member Neal moved to adopt Resolution No. 98 - 159, as presented. Council Member <br /> Dahl seconded the motion. Motion carried unanimously. <br /> Resolution No. 98 - 159 can be found at the end of these minutes. <br /> Consideration of Amended PDO,Behm's Century Farm Portion of Lino Air Park,Mary <br /> Kay Wyland-Ms. Wyland stated that Mr. David Hunter, 263, Palomino Lake requested a <br /> variance to construct a hangar larger than allowed by the Behm's Century Farm PDO. The staff <br /> and the Planning&Zoning Board suggested that an amended PDO might be more appropriate <br /> than a variance for an oversized building. Mr. Hunter has,therefore,made application for an <br /> amended PDO. <br /> The original PDO granted to the Air Park Lots in the Behm's Century Farms development <br /> related specifically to hanger size and location. The recommendation at that time called out 10 <br /> requirements for hanger size and location including the statement that no commercial use will be <br /> permitted. The maximum allowable size was 2,600 square feet. Ms. Wyland referred to a list of <br /> those 10 items. <br /> Mr. Hunter and the developer,Mr. Gary Uhde, are requesting an amendment to Item E of the <br /> PDO that would allow a maximum area of 3,200 square feet in hanger size and increase the <br /> height limit to 28'. This is equivalent to the maximum size allowed in the original air park. Mr. <br /> Hunter needs the additional area as he will ultimately have two (2) airplanes which will not fit in <br /> a 2,600 square foot hanger. <br /> The property in question is Zoned R-1 with an average lot size(on the air park)of 32,357 square <br /> feet. The original air park lots are Zoned Rural with an average lot size of 60,000 square feet. <br /> The original PDO suggested a smaller accessory building size for the smaller air park lots. A <br /> calculation of the lot area and building coverage has determined that adequate open space can be <br /> maintained with a 3,200 square feet hanger and typical house pad. The Zoning Ordinance <br /> requires a minimum 35% landscaped are with 65%available for parking and structures. <br /> n <br /> 21 <br />
