Member Lyden introduced the following resolution and moved its <br /> adoption: <br /> LINO LAKES CITY COUNCIL <br /> RESOLUTION NO. 99-12 <br /> ENDORSING FINANCIAL SUPPORT FOR THE CONSTRUCTION <br /> OF A YMCA IN THE VILLAGE <br /> WHEREAS, the YMCA has proposed to enter into a joint venture with the City of Lino <br /> Lakes to develop a facility in the Village in Lino Lakes, and <br /> WHEREAS, The YMCA has agreed to provide Lino Lakes residents with special <br /> membership privileges in exchange for financial participation by the City in the <br /> construction of the YMCA facility , and <br /> WHEREAS,the City owns public land within The Village which can only be used for <br /> public purposes and cannot be sold for private development, and <br /> WHEREAS,the City is seeking a community center that is not financed and operated <br /> solely through public funding, and <br /> WHEREAS,the City endorses the construction of a YMCA in the Village for the purpose <br /> of providing a family oriented community center that will enhance community identity and <br /> quality of life for Lino Lakes residents, and <br /> WHEREAS, a YMCA in The Village fits into the overall economic development and <br /> community development goals of the City, <br /> NOW THEREFORE BE IT RESOLVED,that the City Council hereby supports the <br /> contribution of publicly owned land and the cost of public infrastructure for the <br /> construction of the YMCA, and <br /> BE IT FURTHER RESOLVED,that the City Council supports the investment of$1.5 <br /> million for the construction of the YMCA providing that, based on mutual agreement <br /> between the City and the YMCA, a viable facility of sufficient size and programming can <br /> be constructed as a joint venture. <br /> BE IT FURTHER RESOLVED,that city staff and consultants are directed to negotiate <br /> terms with the YMCA and develop a financial plan for the completion of the YMCA plan <br /> and program in Lino Lakes. <br />
