City of Lino Lakes
Park Board Meeting
March 1, 1999
Pat Huelman made a motion, seconded by Paul Montain, to proceed
with the original plan of $10, 000 for skate board ramps and to
leave the selection of equipment up to staff . The motion passed.
Wenzel Farms Pedestrian Bridge - Rick stated that after further
research, it appears that a wooden pedestrian bridge could be
constructed. This would be an 8' wide bridge set on two concrete
pads . No abutments would be needed since the bridge would be
strictly designed for pedestrian use, not vehicular use .
The estimated cost of construction is approximately $15, 000 .
currently there is $11, 400 designated in the park dedication fund
for this project . If the Park Board chooses to allocate an
additional $3 , 600 , more information will be presented.
Rick added that if the project proceeds he will continue
discussions with the homeowners association regarding the damaged
trees that would need to be removed to provide a safe trail
segment in this area. Rick also indicated he has been discussing
with local boy scout troops the possibility of getting assistance
to clear the damaged trees .
Paul Montain made a motion, seconded by Sharon Lane, to spend the
additional $3 , 600 for the proposed pedestrian bridge for Wenzel
Farms . The motion passed.
Trapper' s Crossing Trail Connection to Birch Park - Rick stated
that after considerable discussions with the City Engineer, it
appears there is not an alternate trail location to provide
access for the Trapper' s Crossing Development to Birch Park. The
existing trail location will result in a 11 . 3 percent grade which
could be an unsafe situation which could provide liability
exposure to the City.
The City' s guidelines for trails call for a desirable trial
gradiance of 0 to 3 percent with a maximum sustained grade of 8
to 10 percent .
Rick stated the City has two options . The City can choose not to
provide direct trail access to Birch Park. The second option is
to design train incorporating steps to provide pedestrian access .
Pat noted that a connection is highly desirable there but signage
may need to be provided.
7
