Mentioned were the need for adequate park space <br /> to also serve the areas to the north and east, providing enough <br /> room for a ball field, an informal youth soccer field, ice <br /> rink/wheels program, play structure equipment, sheltered area to <br /> allow for programmed summer activities, one to two tennis courts, <br /> picnic area, adequate parking, an area for other amenities like <br /> half-court basketball and sand volleyball, and a financial <br /> contribution. <br /> Jeff Schoenbauer summarized the consensus is that the plat <br /> concept is supported but there is a need to fine-tune the active <br /> park area so it includes the elements mentioned. He stated he <br /> will relay those comments to the developer. It was mentioned <br /> that the developer or his representative will attend a future <br /> meeting so these issues can be negotiated. <br /> CONSERVATION SUBDIVISI.ON PROCESS UPDATE - JEFF SMYSER. CITY <br /> PLANNER• <br /> Jeff Smyser presented the new process being followed by staff to <br /> work with preservation development in that there will be much <br /> more work and time spent at the staff level before a development <br /> moves to the public hearing phase . Staff recommends that the new <br /> process be used for all residential developments over four lots <br /> and that each be a planned development overlay. <br /> Paul stated consideration needs to go beyond the property lines <br /> of the proposed development to determine how it blends into what <br /> is around it . Jeff Smyser stated that is one aspect that can be <br /> incorporated into the review process to determine impact to <br /> surrounding properties as it relates to drainage, storm water, <br /> environmental and engineering considerations, etc . <br /> Paul stated he does not care for the Minnesota Land Trust or the <br /> whole concept of a third party becoming involved which can <br /> confuse property ownership and rights . He added that a process <br /> needs to be implemented to assure the development is reflective <br /> of the agreement reached. Paul noted there are areas in Lino <br /> Lakes that do not have utility improvements and will be developed <br /> as one unit in ten acres so it needs to be considered how that <br /> type of development will be impacted.
