City of Lino Lakes <br /> Park Board Meeting <br /> February 1, 1999 <br /> Paul asked if four acres will fit that need and if there will be <br /> an athletic complex to meet programmed needs . Jeff Schoenbauer <br /> stated if the active park land is increased to ten acres the <br /> space for another ball field may be gained but the tradeoff, <br /> since the activity would not be programmed, is not that high. He <br /> stated he sees more to be gained by preserving open space and <br /> developing trail corridors . <br /> Jeff Schoenbauer again commented on the importance of an athletic <br /> facility to meet programmed needs and noted the importance of <br /> providing trails for passive use. Jeff Reinert stated he doubts <br /> whether four acres is adequate for active recreational uses for <br /> this many homes . <br /> Pam asked how many staff hours are needed to maintain this trail <br /> mileage and questioned the impact to staff if trails are a trend <br /> for future development . <br /> Jeff Reinert stated it does not appear the City' s goals are being <br /> met with regard to acquiring park acreage for active uses . Jeff <br /> Schoenbauer stated he thinks the Board needs to ask themselves <br /> n how the park space will be used. He stated it is projected that <br /> only five percent to ten percent of residents will be using the <br /> park spaces and the majority of them will be children. He noted <br /> that adults will also perceive the open spaces as relating to <br /> their quality of life . <br /> Pat asked if there are other models for this type of development <br /> and information available regarding the financial success that <br /> has been seen with them. He suggested the City review what the <br /> trends have been with conservation development in other <br /> communities . <br /> Rick suggested the Board determine a consensus on necessary <br /> amenities to provide recreational facilities for this development <br /> as well as the 1st and 2nd Additions . He agreed with the need to <br /> determine whether an athletic facility will meet the programming <br /> needs . Pat commented on the importance to assure the athletic <br /> fields are constructed in a way that is compatible with <br /> neighboring homes . <br /> Sharon asked if the greenway would also be dedicated as park <br /> land. Jeff Schoenbauer stated there may be a homeowner' s <br /> association which contributes toward maintenance or may be <br /> 100*N responsible for the upkeep of those areas .
