Planning&Zoning Board December 9, 1998 Page 5 Mr. Fred Chase, a representative from Laborers Training Center and a resident of Lino Lakes, stated the school is set up as a trust fund which is managed 50%by the trustees and 50% by the union. It is a non-profit organizations that offers continuing education and education for apprentices. The school has a tax free status according to real estate taxes. Mr. Corson asked if the school has students from North Dakota. Mr. Chase stated the school has students from all over Minnesota as well as some from North Dakota and South Dakota. Chair Schaps noted the school is a fascinating building. It is real hands on construction. Mr. Chase explained that the students build and then take down. At this time approximately 1,200 students are processed per year. Eventually up to 2,400 will be processed. The school has done programs with local high schools. The labor wage in Minnesota is currently$20 per hour. Mr. Johnson stated the school teaches a whole range of skills. He suggested the term "labor" is not appropriate. Mr. Chase stated the school does teach many different skills. He distributed a brochure that listed the different courses that are offered. Mr. Dunn asked if there is an opportunity for student financial aid. Mr. Chase explained that if a student wants to become an apprentice he or she can do so at no cost to the student. Three weeks are set aside to start the apprenticeship and then continuing education is offered. Employers pay the fee for the students. Chair Schaps noted that property is kept up very well. Mr. Dunn suggested involving the School District and students to build a motel in the City to house the students. Mr. Chase stated the school would be happy to work with the City on appropriate projects. Most projects involve other trades. The school can do curb and gutter and is interested in that project for the City. Mr. Schilling stated the program is exceptional. There is a labor shortage in the industry. He stated he is in favor of the school getting out to area high schools with their program and the site plan review. Mr. Trehus asked about the funding from management. Mr. Chase stated the school is fully funded by employers. The management is a team effort shared by the Union and trustees. Mr. Corson made a MOTION to approve the Site Plan Review for the Laborers Training ''1 Center,based on the following conditions:
