This will include review by <br /> both the building official and the Fire Chief for compliance with State Code. <br /> 2. Drainage and utility plans shall be reviewed and approved by the City Engineer. <br /> 3. Permits are obtained from the Rice Creek Watershed District prior to issuance of any <br /> building permits. <br /> 4. The parking area shall be paved and concrete curb and gutter provided as required by <br /> City Code. <br /> 5. Final building plans, including lighting, are subject to the review and recommendation <br /> of the CPTED Officer. <br /> The MOTION was supported by Mr. Robinson. Motion carried 7-0. <br /> C. Modification to Tax Increment Financing District No. 1-7 and Consideration <br /> of Tax Increment Financing Plan for Tax Increment Financing District 1-9 within <br /> Development District No. 1 <br /> Ms. Divine stated the City has a request for tax increment financing assistance from two <br /> developers interested in building new facilities on the G.M. Development property in the <br /> Apollo Business Center and the Hawkins Chemical property just north of the business <br /> park. <br /> All the parcels involved in these new developments are currently a part of Tax Increment <br /> Financing District 1-7,which was established in 1995. This 10 year economic district no <br /> longer has the TIF capacity to remain competitive with neighboring communities. The <br /> EDA has authorized the preparation of a plan that would delete the remaining G.M. <br /> Development parcels and the Rehbein business park parcels from TIF District No. 1-7, <br /> and reconstitute them into a new TIF District No. 1-9. Some parcels that will not be <br /> developed as light industrial in the near future will be deleted altogether from TIF District <br /> No. 1-7. <br /> This plan has been sent to School District#12 and Anoka County for review. This <br /> resolution states that the Planning& Zoning Board reviewed the creation of the new <br /> district to ensure it fits within the Comprehensive Plan. <br /> Staff recommended approval of Resolution No. 98 - 01. <br /> Chair Schaps asked that the capacity issue be addressed. Ms. Divine stated District 1-7 <br /> was created in 1995 as a 10 year district. The district will end in 2004. If building begins <br /> in 1999, assessment would occur in 2000 and taxes would begin in 2001. A three year <br />
