The new district will be able to provide <br /> capacity for 10 years. <br /> Mr. Dunn asked if action on Resolution No. 98 - 01 is independent of the follow up on <br /> rezoning. Ms. Divine stated the action on Resolution No. 98 - 01 is independent of the <br /> rezone. The resolution is just to establish a new district. <br /> Mr. Corson mentioned if Mr. Fogerty is putting up a building and then having <br /> assessments for the utilities the City installed. Ms. Divine explained the City is able to <br /> provide assistance for assessments for new companies. Within six years the City will be <br /> reimbursed for the utilities. <br /> Mr. Robinson asked if the whole area is Hawkins Chemical. Ms. Divine stated a piece of <br /> the area is not Hawkins Chemical. She referred to the map and stated the yellow areas <br /> will be the new district. <br /> Mr. Trehus asked if all the land currently in TIF District 1-7 will be established as a new <br /> district. Ms. Divine stated some of the land will be taken out of the district completely <br /> and the area the city has contracts with will continue as TIF District 1-7 until 2004. <br /> Mr. Johnson noted the G M Development property is very large and asked how long it <br /> will take to develop. Ms. Divine stated the property has been slow in developing. She <br /> stated she was unsure why it is taking so long to develop. The prices are the same as the <br /> City property. The City has not been very competitive in the past two years and the TIF <br /> was not enough to compete with neighboring cities. She stated the owners are starting to <br /> see interest in developing the property. She indicated she believes the City will see full <br /> development on the property within a couple of years. The engineers have a design for a <br /> possible road or cul-de-sac to divide the property. <br /> Mr. Robinson noted there used to be a plan for a loop road to the left of Apollo. Mr. <br /> Powell stated the City has a concept plan for two cul-de-sacs for a connection to Apollo. <br /> Mr. Dunn asked if there is only one school district involved. Ms. Divine indicated there <br /> is only one school district involved. <br /> Mr. Dunn asked where the utilities start and stop. Mr. Powell stated the land is served <br /> with utilities and is not an issue. The Apollo area was serviced in 1989. The Rehbein <br /> property has been extended recently for the school district. <br /> Mr. Corson asked if the new district will relieve the City's HACA/LGA obligation. Ms. <br /> Divine stated the City's obligation will be relieved slightly. The City will make a local <br /> contribution so there will not be a HACA penalty in the new district. The penalty will be <br /> °''"`\ gone altogether in 2004. The City is working in the right direction. <br />
