PARK BOARD MINUTES <br />OCTOBER 7, 1991 <br />The October meeting of the Lino Lakes Park Board was called to <br />order by Chairman George Lindy at 6:35 PM on Monday, October 7, <br />1991 at Lino Lakes City Hall. Roll Call was taken, members present <br />were Ken Johnson, John Baumann, and George Lindy. Members absent <br />were Candi Toffoli and Bill Nissen. Also in attendance were Don <br />Volk, Director of Public Works, Marty Asleson, Supertinendent of <br />Parks, Recreation and Forestry, and Carole Kohler, Parks Secretary. <br />APPROVAL OF MINUTES: George Lindy read a memo to him from Bill <br />Nissen in which Mr. Nissen corrected the minutes of the September <br />5, 1991 meeting. On page three, paragraph 1, Mr. Nissen points out <br />that he intended the paragraph to read "why not a trail through the <br />park - north to south through Sunrise Park " add "to make a future <br />link to a future trail system." and also on page 6, Old Business, <br />concerning the discussion regarding preferential treatment of <br />scheduling to residents of Lino Lakes. Mr. Nissen explains in the <br />memo that he felt preferential treatment to Lino residents "could <br />be a problem with the residents living close to that school" not <br />"with the school board". Bill Nissen went on to express that he did <br />not feel the minutes always reflect enough detailed discussion by <br />board members. <br />The minutes from the September 5, 1991 meeting were then approved <br />as corrected. <br />OPEN MIKE: No one appeared under Open Mike <br />OLD BUSINESS: <br />Park Dedication Formula - Don Volk reported to the Board that he <br />met with the council regarding the new Park Dedication Formula. He <br />explained that the council's area of concern was to somehow tie the <br />per acre charge into indexing, so that the per acre figure wouldn't <br />have to be re -adjusted frequently. <br />Marty Asleson gave board members examples of three different <br />Certificates of Real Estate Value he had gotten from the Anoka <br />County Assessor. This shows the current market value of a <br />particular property and the price it was sold for. <br />The board discussed at length, indexing and how to adjust the <br />$10,000.00 per acre minimum price as it would relate to current <br />land value each year. <br />George Lindy asked if it would be alright to stipulate that the <br />$10,000.00 figure is indexed to a current comparable, or current <br />average land value. He wanted to know if it would be alright to use <br />the term "average". Marty Asleson suggested the term "current raw <br />1 <br />
