PARR BOARD MINUTES <br />OCTOBER 7, 1991 <br />addition to utility easement. The purpose for this park use is to <br />be a trail connecting Wenzel Farms to roads accessing Sunrise Park. <br />The motion was seconded by John Baumann. All Were in favor. Motion <br />carried. <br />Don Volk and Marty Asleson will go out and make visual inspections <br />of trails in other cities such as the type being discussed, take <br />photos and report back. <br />Golf Course Discussion - Marty Asleson reported that the matter of <br />a golf course in the city keeps surfacing at the Comprehensive Park <br />Plan Study meetings and also at Administrative level, but because <br />of budget cuts, the request for budget dollars to initiate a study <br />with the National Golf Federation has been turned down by the <br />council. Marty Asleson reports that the Comprehensive Parks <br />Planning Committee seems to feel that a city golf course could be <br />an answer to how to pay for future parks and recreation needs. He <br />pointed out that the City of Morehead has one municipal golf course <br />now and is planning on building two more, and they already have <br />several others in the area. <br />Mr. Asleson states that other communities are building golf courses <br />to make money. He's heard that some cities are paying off their <br />golf courses in as little as five years. He has been in contact <br />with the National Golf Federation regarding their help in making <br />studies to determine the feasibility of a golf course in our area. <br />Marty supplied each board member with several handouts describing <br />what the NGF study will do. <br />John Baumann asked if the NGF can predict how much revenue a golf <br />course would generate, and how to get the funding to get started. <br />Don Volk thinks they touch on it, however the City has consultants <br />to advise on the funding, the most common being revenue bonds. <br />Ken Johnson asked if there are some sites in mind. Marty explained <br />that the Comprehensive Park Plan Committee has looked at part of <br />Aqua Lane by Marshan Lake and a variety of other sites. Don Volk <br />suggested the Park Board look at some sites, it would be a good <br />work session to pick priority sites and a back-up. <br />John Baumann questioned the $10 - $18,000.00 price of an NGF study. <br />Do they start with a feasibility and market study, and would it be <br />less if they said it wasn't feasible early on in the study and we <br />decided not to continue? He also said he feels strongly for the <br />study. Mr. Baumann noted that the property that's being looked at <br />is owned by the City and who will reap the benefits if the Park <br />Board pays for the study? <br />R <br />
